The Minister for the Interior, Muntaka Mohammed Mubarak, has disclosed that investigations into the 2020 and 2024 election-related violence have determined that police and military personnel were responsible for seven of the 15 deaths recorded nationwide.

Providing an update on the government’s review of election violence cases yesterday, Tuesday, 4 November 2025, the Minister explained that the incidents occurred during security operations aimed at restoring order at various polling and collation centres.

“Investigation into one of the cases during the 2020 General Election at Odododiodio was completed. The Attorney-General is currently prosecuting three persons who are standing trial at the High Court, Criminal Division, Accra.

“The investigation established that three of the cases resulting in four deaths are traceable to the use of a firearm by armed police patrol teams. Military personnel were also found to be responsible for three of the cases resulting in the death of three persons when they intervened to restore calm to chaotic crowds,” he said.

Mr Muntaka explained that the findings were part of a broader report submitted by a Special Investigation Task Force established to examine all fatal incidents linked to the 2020 and 2024 elections.

The task force reviewed police dockets, conducted forensic and ballistic analyses, and carried out field inspections to establish the circumstances of the deaths.

He added that, although some fatalities resulted from political clashes among party supporters, the involvement of security officers in several deaths could not be overlooked and would be dealt with according to the law.

Addressing journalists at a press briefing at the Presidency, Mr Muntaka said that while the Odododiodio election recorded high voter turnout and intense political competition, it was also marred by violent incidents that claimed lives and injured several people.

He revealed that investigations could not identify those directly responsible for the deaths of Rita Otoo and Emmanuel Dompreh, but three individuals found to have fired into a crowd, injuring others, have been charged with conspiracy to commit murder and attempted murder.

 The suspects have been committed to stand trial at the High Court, Criminal Court 1, Accra.

Mr Muntaka said the investigations further revealed that three incidents, which led to four deaths, were connected to armed police patrol teams, while military personnel were responsible for three cases resulting in three fatalities during attempts to control violent crowds.

Additionally, four other cases, resulting in five deaths, were attributed to party supporters using firearms during clashes, while two people were lynched in confrontations between rival groups.

“The investigation into one of the cases during the 2020 General Election at Odododiodio was completed. The Attorney-General is currently prosecuting three persons who are standing trial at the High Court, Criminal Division, Accra,” the Minister confirmed.

He added that 21 suspects were identified through witness statements, forensic and ballistic examinations, and crime scene reconstructions, leading to the creation of 11 new case dockets to aid prosecution.

“So far, four of the identified suspects have been arrested and granted Police Enquiry Bail to assist with further investigations and help trace their accomplices. Five others are on remand in prison custody, and warrants have been issued for the arrest of the remaining suspects,” he stated.

The Interior Minister further stated that the Task Force investigating the violence has recommended financial compensation for the families of those who died, noting that compensation for the injured will depend on the outcome of ongoing court proceedings.
