House Passes Bills to Set Timeline for Civil, Criminal Cases

The House of Representatives has passed for second reading bills seeking to set a timeline within which civil and criminal cases are heard and the conduct of census.

The proposed legislations sponsored by the Deputy Speaker, Hon. Benjamin Kalu, and some other lawmakers were passed at the plenary on Thursday.

The Bill seeks to provide for the alteration of the Constitution to set time within which the matters are heard and determined at trial and appellate courts in order to eliminate unnecessary delays in justice administration and delivery.

According to the synopsis of the bill, “In any civil or criminal matter except in election petition, a trial superior court of record shall deliver its judgement in writing within 270 days from the date of the filing of civil or criminal matter.

“In any civil or criminal matter except in election petition, a trial inferior court of record or tribunal shall deliver its judgement in writing within 210 days from the date of the filing of the civil or criminal matter.

“Notwithstanding the provisions of subsections (1) and (2) of this section – (a) a trial superior court of record may deliver its judgement in writing within 330 or more days having regard to the circumstances of the matter and in particular to the complexity of the matter, number of parties, number of witnesses, number of documents or other exceptional circumstances; and a trial inferior court of record may deliver its judgement in writing within 270 or more days having regard to the circumstances of the matter and in particular to the complexity of the matter, number of parties, number of witnesses, number of documents or other exceptional circumstances.

“Appeal arising from a civil or criminal matter except in election petition shall be heard and judgement delivered in writing by an appellate court within 180 days from the date of filing of the appeal, or such number of days not exceeding 270 days, having regard to the circumstances of the appeal and in particular to the complexity of the appeal, calling of fresh evidence or other exceptional circumstances.”

Makinde: We’ve Achieved Economic Stability with N24bn Monthly Salary Payments, Others

Oyo State Governor, Seyi Makinde, yesterday said his administration has been able to bring about a level of economic stability in the state with the monthly payment of about N24 billion in salaries to state and local government workers.

This is just as he said his government’s commitment to expanding the economy of the state has also been yielding results in terms of private sector investments, as more private sector players have become comfortable investing in the state.

The governor stated this yesterday when Muslim faithful, comprising clerics, traditional rulers and political office holders at the federal, state and local government levels, paid a visit to his Ikolaba, Ibadan home, shortly after the Eid-el-Fitri prayers at the Eid Ground, Agodi, Ibadan.

The delegation, which was led by the Deputy Governor, Abdulraheem Bayo Lawal, included the Otun Olubadan of Ibadanland, Senator Rashidi Ladoja; Senator representing Oyo South, Oloye Sharafadeen Alli; former Deputy Governor and PDP Deputy National Chairman, Taofeek Arapaja; Prof. Kamil Oloso, among others.

While addressing the delegation, the governor congratulated the Muslim Ummah on witnessing the end of Ramadan and the Eid-el-Fitri 2025.

He lauded them for their prayers, patriotism and commitment to the state as well as their support for his government, noting that the economic stability and developments being witnessed in the state were as a result of the peace and harmonious coexistence among residents of the state.

While stating that the new Oyo State is renowned for peace, unity and harmony, the governor urged all residents to work hard to sustain the atmosphere, adding that every good thing they desire for the state is tied to the existence of peace and harmony in the state.

He said: “I want to recognise and greet the father of the state, Oba Senator Rashidi Adewolu Ladoja. I also want to greet everyone here and use this opportunity to say Eid Mubarak to all our Muslim brothers and sisters. Congratulations on seeing the end of Ramadan for this year.

“Let me also use the opportunity to say one or two things. When we cast our minds back to 2007, a lot of things have happened since then. We can all see here, how our people from different political parties went for the prayer at the Eid Ground and everyone came together to greet me as the governor.

“We used to have the opposite of this in Oyo State back then. You would hear people say before Eid that this one should not come and that one should not come.

“But, today, because we have peace in Oyo State, we are in a situation where we can see development and peaceful co-existence and we want to sustain these.

“We passed through those periods and we saw the result and effects and we can compare them with what obtains now. When we have an atmosphere of unity and live in peace with ourselves, there will be development and progress. That is what we are witnessing in Oyo State today.

“My prayer has always been that this state will never go back to those periods, because if we have patience, all the things we want would be achieved.

“One of those things we desire is economic stability in our state. Now, every four weeks, N24 billion gets into the economy of Oyo State through workers’ salaries. The wage bill of the state is now around N14 billion, while that of the local government is about N10 billion.

“Similarly on the private sector side, a lot of people are now comfortable to invest in Oyo State and we have seen quite a lot of investments. Yesterday, we were at the Ijaiye Farm Settlement because of the Farmers’ Wholesale Market that is coming in there. I went there to inspect the place and you will be surprised that in that settlement, we have 27,000 hectares of land. We have asked them to carve out just 3,000 hectares out of the 27,000 for that project.

“Let me also say this; political office holders across the country should do their best to improve things, because it has been a difficult and challenging period for the people, but as they say, tough times don’t last, only tough people do.”

Senator Ladoja, while delivering the message of the Olubadan of Ibadanland, Oba Owolabi Olakulehin, called for patience among the people of Oyo State and urged them to remain steadfast and hopeful in the face of challenges.

Also speaking to journalists after the Eid prayer, the Deputy Governor of Oyo State, Lawal, urged the Muslim Ummah to always exhibit the valuable lessons of empathy, love and kindness and also abide by the doctrines and lessons taught by the Holy Quran.

He also thanked Governor Makinde for his commitment to the welfare of workers and the people of Oyo State through prompt payment of salaries and for governing the state with truth and fear of God.

While offering special prayers for Governor Makinde and the success of his administration, Prof. K. K. Oloso, thanked the governor for his support to the Muslim Ummah.

Also in the delegation that visited the governor were the Deputy Speaker, Oyo State House of Assembly, Rt. Hon. Mohammed Fadeyi; Oloye Nureni Akanbi, commissioners, chairmen, and chairpersons of local government areas and other government functionaries.

ICPC Seeks Partnership with YABATECH to Boost Performance

The Independent Corrupt Practices and Other Related Offences Commission (ICPC), has stressed the importance of fostering a strong relationship with Yaba College of Technology (YABATECH) to improve overall performance.

The ICPC Lagos State Commissioner, Mr. Chukwurah Alexander, who disclosed this during his visit to the college, emphasised the value of a solid partnership.

According to him, “As a new commissioner, I have reviewed the records and found that there has already been an established relationship between my commission and YABATECH.”

He added: “This indicates that the institution has strategic stakeholders who offer their support. This is the kind of synergy we aim for, which is why I’m here to revive and strengthen this connection.”

He also urged the college’s management to support him in his efforts to succeed. “I want us to work in harmony. It’s essential that we avoid working against each other, as a house divided cannot stand.”

In his response the Rector of YABATECH, Dr. Ibraheem Abdul, assured the ICPC Commissioner that he has always sought collaboration with key agencies in the region.

He noted that the Anti-Corruption and Transparency Unit (ACTU) at YABATECH has been active for many years and has recently been revitalised.

“We are fully aware of their responsibilities and ensure they are not left idle in fulfilling their duties,” he stated.

Dr. Abdul also emphasised that the institution maintains a strong relationship with the ICPC, stating, “this relationship is not dormant, but one that requires further effort to achieve our mutual goals.”

He stressed the importance of educating staff about anti-corruption laws.

“Our goal is to be an efficiently managed institution that gains international recognition. To do so, we must establish the necessary checks and balances.”

The rector urged the staff to remain vigilant in their duties, adding, “We don’t want to be known as the first tertiary institution in name alone, but as leaders in every aspect of progress and development.”
