Ghana to host high-level Vaccine Manufacturing Forum on August 6

The Ministry of Health, in collaboration with the National Vaccine Institute (NVI) and the Ghana Investment Promotion Centre (GIPC), is set to host a landmark Vaccine Manufacturing Forum on Wednesday, August 6, 2025, at the Kempinski Hotel Gold Coast City in Accra.

Themed “Mobilising Sustainable Financing to Accelerate Vaccine Development and Manufacturing in Ghana: The Role of Financing Institutions and Development Partners,” the high-level event is expected to bring together key state actors, financial institutions, investors, pharmaceutical companies, development partners, and research institutions to drive forward Ghana’s vaccine production ambitions.

The Special Guest of Honour will be President John Dramani Mahama, with Minister for Health, Kwabena Mintah Akandoh, serving as Guest of Honour.

The forum comes at a critical time as the world recalibrates after the COVID-19 pandemic, which exposed deep vulnerabilities in global vaccine access. Ghana is pushing to build regional resilience and aims to become a West African hub for vaccine and pharmaceutical manufacturing.

Despite Ghana’s strong foundations in health regulation, local drug manufacturing, and biomedical research, financing remains a major hurdle. The government estimates that US$2.5 billion is needed to establish an end-to-end vaccine manufacturing ecosystem. The upcoming forum is expected to generate actionable strategies and partnerships to bridge this funding gap.

Since 2021, the World Bank and GIZ, on behalf of Germany’s BMZ and the European Union, have supported Ghana’s self-sufficiency drive in the pharmaceutical space. The GIZ-implemented PharmaVax Ghana programme aligns with the National Vaccine Institute’s broader mission to strengthen local production.

Meanwhile, local manufacturers like Atlantic Lifesciences Ltd and DEK Vaccines Ltd have made progress by signing Memoranda of Understanding with international partners for technology transfer and vaccine fill-and-finish projects in Ghana.

The Vaccine Manufacturing Forum aims to:

  • Facilitate dialogue between public and private stakeholders;
  • Explore blended finance and Public-Private Partnerships (PPPs);
  • Identify enabling regulatory mechanisms to attract long-term investment;
  • Develop concrete partnerships and proposals to move Ghana toward vaccine self-sufficiency.

The event will be held in a hybrid format—both in-person and virtual—to accommodate broad local and international participation.

The Ministry of Health is calling on development partners, investors, health stakeholders, and the private sector to participate in this vital conversation.

“This is about protecting lives, driving innovation, and building a resilient health system for generations to come,” the Ministry stated.
