Former GRA Commissioner-General indicted by CHRAJ for procurement irregularities

The Commission on Human Rights and Administrative Justice (CHRAJ) has indicted the former Commissioner-General of the Ghana Revenue Authority (GRA), Reverend Dr. Ammishaddai Owusu-Amoah, for procurement breaches and administrative failings that allegedly cost the state almost GHC 9 million.

The findings were detailed in a 157-page report signed by CHRAJ Commissioner Dr. Joseph Whittal on 28 October 2025.

According to the report, Dr Owusu-Amoah oversaw questionable contract awards to Ronor Motors Ghana Limited, Telinno Ghana Limited, and Sajel Motors and Trading Company Limited for the supply of vehicles and logistics to the GRA.

CHRAJ launched the investigation after a 2022 petition from the Movement for Truth and Accountability (MFTA), which alleged procurement malpractices and financial impropriety at the revenue authority. The Commission’s findings confirmed that the contracts were characterised by inflated pricing, fraudulent duplication, and in some cases, non-existent contractors.

“The respondent, being the Entity Head, cannot escape liability,” the report stated.

The Commission said Dr Owusu-Amoah’s actions resulted in a financial loss to the state estimated at USD 826,551 (about GHC 8,971,933.43). It further revealed that the companies involved were not tax compliant when the contracts were awarded. Two of them — Telinno Ghana Limited and Sajel Motors and Trading Company Limited — could not be located at the addresses listed in their official records.

Despite a last-minute attempt by the petitioners to withdraw their complaint, CHRAJ decided to continue with the investigation. The Commission commended the MFTA for its “public spiritedness” in bringing the issue to light and helping to expose procurement breaches in a key government institution.

As part of its recommendations, CHRAJ urged the Public Procurement Authority (PPA) to step up enforcement of procurement regulations and to establish a centralised database of verified suppliers to prevent future violations.

Reverend Dr Owusu-Amoah, who headed the GRA from 2019 to 2024, has not yet publicly commented on the Commission’s findings.
