FG Lauded  for Approving Colleges of Education to Run Degree Programmes

The Provost of Kogi State College of Education Ankpa, Dr. Fasagba Femi, has commended the federal government for expanding the scope to allow Colleges of Education run degree programmes alongside with the training of National Certificate of Education (NCE) teachers.

Fasagba gave the commendation while speaking with journalists shortly after receiving the award of excellence by the Nigerian Union of Journalists (NUJ), Kogi State Council in Lokoja at the weekend.

He explained that the importance of the Colleges of Education in educational system  cannot be over emphasised, noting that the colleges have been saddled with responsibility of  training the teachers .

The provost noted that although some specific Colleges of Education have been selected to pilot the federal government new directives, adding that  the state  governments are not leaving any stone unturned to enable them key into the new policy.

According to him, the Kogi State Government is already considering harmonisation of the two Colleges of Education in the state, College of Education Technical, Mopa  and College of Education, Ankpa, to enable them key into the federal government directives.

He further stressed that  the management is not resting on its oars and has taken a big leap by writing to the Kogi State House of Assembly through the member representing Ankpa I state constituency, Mr. Akus Lawal, for re-enactment of law governing colleges of education in the state.

He added that he has also briefed the state Commissioner for Education, Mr. Wemi Jone, about the need for re-enactment of a new law to accommodate degree programmes.

The provost pointed out that it is not possible for the state  Colleges of Education to jump into running degree programmes without reenactment of the law establishing them with earlier mandate to run NCE programmes.

Fasagba noted that through the intervention of the state Governor, Usman Ododo, he has uplifted the institution to a greater height in the last few months.

He highlighted some his achievements as the provost of the college as ability to promote mutual relationship with the staff, eradication of cultism from the college, provision of motorised boreholes on campus, 24-hour electricity, rehabilitation of several vehicles, particularly the tankers that are used for conveying of water in Ankpa, and the establishment of best Skills Acquisition Centre where both the student and artisans can acquire more skills.

    Reports that the health condition of Nnamdi Kanu has continued to worsen, and the refusal of the court to grant him permission to receive medical attention have increased the pressure on the South East Governors Forum(SEGF) to save the situation.  

    The general perception in the South-east has remained that the five governors of the zone have not really leveraged their collective political  power to interface with the federal government to have Kanu, who is the Leader of the  Indigenous People of Biafra (IPOB), released to them. 

    Leading the ongoing pressure on the SEGF are elders from across the five states of the South-east, who are prodding the governors to make good representation to President Bola Ahmed Tinubu. 

    The elderly men and women under the umbrella of Igbo Elders Forum are of the view that SEGF could persuade Tinubu to use presidential prerogative and find political solution to Kanu’s travails. 

    They believe that Mr. President would listen to the South-east governors if indeed the federal authorities are sincere in finding lasting solution to the security issues in the region. 

    The elders forum has already taken practical steps to make their demands on the South-east governors with a peaceful protest march to Government House Umuahia to express their concern to Governor Alex Otti. 

    Spokesperson of the forum, Chief Emeka Ezebuiro, said that they specifically want Otti to rally his brother governors in SEGF “to take our message to President Tinubu that we want him to release our son Nnamdi Kanu.” 

    “Many people and groups have spoken against it( Kanu’s ordeal) and called for his release but the federal government has refused,” he said, adding “Kanu is not well yet they don’t want to allow  him receive medical care.” 

    Another member of the forum, Nze Echebiri Ndudim, said that, as Igbo elders, “we cannot keep quiet when our son is suffering. Silence would mean consent.” 

    However, Governor Otti has defended himself and fellow South-east governors, saying that “we’ve been engaging and consulting” with relevant authorities with a view to securing Kanu’s freedom. 

    According to him, the level of engagement and progress made so far was not meant for public consumption to avoid compromising the process. 

    He said: “But you can take it for granted that as his (Nnamdi Kanu’s) Governor, I’m in the forefront of ensuring that he comes back home. 

    “All the South-east governors are in tandem. So we are discussing it.” 

    Sundry criminal groups are known to be operating and wreaking havoc in the South-east under the guise of Biafra agitation hence the general belief that if Kanu is released it would be easy to isolate the criminal elements.

    Olaopa: Why Use of Professional HR Officers in Civil Service is Imperative

    The Chairman, Federal Civil Service Commission, Prof. Tunji Olaopa, on Monday gave insight into why the federal civil service should have professional human resource officers.

    Olaopa spoke in Abuja at the launch of the scheme to professionalise the human resource function in the Federal Civil Service .

    Olaopa applauded the Head of the Civil Service of the Federation, Mrs Didi Esther Walson-Jack, for organising the scheme which according to him would trigger
    “the much-desired shift from personnel administration, which historically has been the core duty of generalist administrative officers, to strategic and professionalised human resource management (HRM)”.

    He noted that the scheme had been a significant item of administrative reform since 2003 in the federal service but that its gestation period had been long.

    Noting the imperative of the scheme, Olaopa said that its being introduced late was better than its never taking place at all , “as the professionalisation of HR function, and therefore management, is an irreducible catalyst to, not just the re-professionalisation of the entire federal service itself, but is a condition precedent to the much-desired transformation of the public administration profession in Nigeria.”

    Stressing the significance of the occasion, Olaopa said that it was an acknowledgement that “HRM has a body of knowledge, skills, and procedures involved in its practice as a vocation, that have not been fully embraced in the civil service. In other words, going forward, for any federal officer to function in the HR department of any of our MDAs, he or she must have received formal education and training, including a period of pupillage or internship spent learning the HR craft from an expert as the basis for wearing the badge of certification and professionalism.

    “Two, the federal service today endorses the irreducible fact that there is a human resource perspective to the public administration praxis. One that only a HR professional with scientific knowledge, and a comprehensive understanding of the legal and regulatory codes of HR practice, including the codes of professional ethics, prescribed minimum standards of professional services permissible by regulators, can offer.

    “Three, today, the federal service has chosen to partner with the Chartered Institute of Personnel management (CIPM), as the legitimate and recognised regulatory body for HR practice in Nigeria, to profile, prepare and confer the badge of certification on HR managers in the federal service.”

    According to Olaopa, the FCSC, in its drive to upgrade and to transform into the hub for HR professionalism and HRM advisory for the Federal Government is a critical stakeholder in this journey. He said that the civil service looked forward to CIPM, to provide the much-desired technical support, to train cohorts of pioneer HR core professionals for the federal service.

    “We will also work with CIPM to develop required tools and instruments, such as the competency framework and catalogue for HR managers, standard operating procedures (SOP), and guidelines for setting up and managing HR department and function, etc. and other requirements to standardise and institutionalise HR function and practice as a professional domain, going forward”, he added.

    He commended Walson-Jack, her transformative permanent secretaries and other officers and pioneer upcoming HR professionals who would midwife the critical transition in the civil service.

    In her opening remarks, Walson-Jack noted that what the federal civil service had embarked on was a shift from the traditional HR practice to a modern one.

    While noting that human resource management should not be mistaken for personnel management, she said that what they were doing was not just about certification but about redesigning HR practice in the public service.

    However, Walson-Jack assured HR officers in the civil service not to view the reform as an imposition that might endanger their careers but a drive for professionalism which would make them more valuable even in their post-service lives.
