FG, Firm Signs $400m Deal To Boost Local Steel Production

The Federal Government, through the Ministry of Steel Development, has signed a $400 million Joint Strategic Cooperation Agreement with Stellar Steel Company Limited to boost local steel production and reduce Nigeria’s reliance on imported steel products.

The Minister of Steel Development, Prince Shuaibu Abubakar Audu, had performed the groundbreaking ceremony of the Steel Plant in Ogun State in April 2025.

Audu signed the agreement on behalf of the Federal Government during a courtesy visit by the management of Stellar Steel Company Limited, led by Mr Li, President of Inner Galaxy Group, at the ministry’s headquarters in Abuja.

The minister, in a statement issued in Abuja, described the partnership as a major milestone towards revitalising Nigeria’s steel industry and achieving the Federal Government’s target of 10 million tonnes of crude steel production annually by 2030.

He stated that the ministry will facilitate policy and infrastructure support, including inclusion of Stellar Steel’s logistics projects in the National Infrastructure Plan and access to available fiscal incentives.

Highlights of the cooperation, Audu said, include: “Development of a localized iron ore supply chain to reduce import dependence and save over $1 billion in foreign exchange annually.

“Creation of more than 2,000 direct and 20,000 indirect jobs across the steel value chain. Promotion of green steel production using clean and energy-efficient technologies. Strengthening of Nigeria’s position as a regional steel manufacturing hub in West Africa.”

He also stated that in return, Stellar Steel will prioritise local recruitment and training, partnering with Nigerian universities to build technical and managerial expertise in steel production.

Shuaibu emphasised that this strategic cooperation marks a new era for Nigeria’s steel industry and demonstrates the government’s commitment to sustainable industrial growth and economic transformation.

In his remarks, the leader of the delegation, Mr. Li, assured the minister that Stellar Steel Company Limited will respect all agreements reached and will ensure the completion of the project in record time, and assured him that all safety standards will be observed.

Li was accompanied during the visit by Mr. You Xiastian, Vice-Chairman of RSIN Group; Mr. Jackie Den, Vice-President of Inner Galaxy Group; and Mr. Yin, Director of RSIN Group.

Speaking at the signing, representatives of both parties emphasised that the partnership would strengthen Nigeria’s industrial base, create jobs and foster technology transfer in the sector.

Stellar Steel Company Limited is a steel-manufacturing enterprise established to operate in Nigeria, with major investment backing from two Chinese conglomerates — Galaxy Group and RSIN Group — both headquartered in Fuzhou, Fujian Province, China.

In the agreement signed in Abuja on Tuesday, October 28, 2025, Stellar Steel will invest $400 million in the construction of a modern steel plant in Ewekoro, Ogun State.

The project will be developed in three phases, with the first phase expected to commence production by mid-2026.

    A two-term member of the Kwara State House of Assembly and a chieftain of the ruling All Progressives Congress (APC) in Kwara state, Hon. Saheed Popoola, on Sunday defected to the opposition Peoples Democratic Party (PDP) along side other members of the APC in Offa, Offa local government area of the state.

    Speaking at the event, Popoola, who represented Offa constituency in the Kwara State House of Assembly said his decision to join the PDP followed deep reflection on the direction of the ruling party.

    “I was the first person to contest under the APC platform in 2013 in Nigeria. We started the APC together with a vision of justice and prosperity, but over time, the party lost its soul. Loyalty became to individuals, not the people”, he said.

    “I’m joining the PDP not as a desperate politician but as a believer in fairness, justice, and equity. The PDP is peaceful and remains the only viable opposition in Nigeria,” Popoola added.

    He declared confidently that, “the PDP would reclaim power in Kwara come 2027.

    “The PDP is going to take over the government and governance of Kwara State in 2027”, he said to loud cheers from the crowd.

    He also accused the state government on the recent invasion of banditry and insecurity in some parts of the state.

    Popoola said that, the development was due to the purported misgovernance on the part of the authorities in the state.

    “We have never seen banditry in Kwara since its creation in 1967. Hundreds of our people have been killed.

    “Banditry existed in Niger State for years but never crossed into Kwara because the leaders then knew what they were doing.

    “But the current Governor does not understand governance. He thinks only about himself and his ideas that’s why we are where we are today”.

    The former leader of “O to Ge”(enough is enough) struggle said the “ideals of the Otoge struggle which brought the APC to power in 2019 had been betrayed by those who benefited most from the movement.

    “After the Otoge struggle, which many of us fought and sacrificed a lot for, the governor abandoned the ideals we stood for.

    “Unity of purpose and inclusivity were thrown away, and personal interest took over”.

    Receiving the defectors, the state PDP chairman, Hon. Issa Bawa, described Popoola’s defection as “a homecoming”, saying his return would strengthen the party’s base ahead of the 2027 elections.

    “What we have seen today shows clearly that PDP is regaining its momentum. Offa is for PDP in 2027. Offa will rise again and be great again”, Bawa said.

    He commended Popoola’s courage, describing him as a “man of integrity and conviction”, and urged other former party stalwarts to return.

    “Senator Bukola Saraki asked me to remind the people of Offa to compare what PDP did for them with what the APC has done. The difference is clear”, he said.

    Reacting to the defection, the Kwara state APC Publicity Secretary, Mr. Waheed Babatunde, dismissed Popoola’s exit as inconsequential.

    “The party won’t miss Saheed Popoola because his presence was never felt. He left long before the last general election and is only making it official today”, Babatunde said.

    “Offa has always been progressive and will remain so. The people will continue to support Governor Abdulrahman Abdulrazaq and the APC to retain power in 2027”, he said.

    One Dead, 8 Rescued As Another Building Collapses in Lagos

    The Lagos State Emergency Management Agency (LASEMA) on Thursday, confirmed the death of one adult male from a three-storey building that collapsed in the Apapa area of Lagos.

    LASEMA also confirmed that eight others were rescued from the building.

    The LASEMA Permanent Secretary, Dr Olufemi Oke-Osanyintolu, confirmed this in a statement made available to the News Agency of Nigeria (NAN) on Thursday in Lagos.

    Oke-Osanyintolu said the agency’s response team arrived at the scene around 11:09 a.m. to find the building completely collapsed, trapping several workers beneath the rubble.

    “Following distress alerts at 11:09 a.m., LASEMA activated the State’s Emergency Response Plans from Agbowa and Alausa.

    “Upon arrival of the agency’s response teams at 11:09 a.m., it was discovered that a three-storey building with a penthouse collapsed on Thursday at No. 28, Baale Alayabiagba Street, Alayabiagba community, Ajegunle, Apapa area of Lagos.

    “The cause of the collapsed building is yet to be ascertained,” he said.

    “Eight adult males were rescued alive and given first aid by the Lagos State Ambulance Service before being taken to Ajeromi General Hospital,” Oke-Osanyintolu said.

    He added that one adult male was however, recovered dead from the debris.

    According to residents, the building had been undergoing manual demolition when it gave way, burying workers on site.
