CAA Board and Technical Committee hold joint meeting to strengthen Ghana’s adoption system

The Central Adoption Authority (CAA) under the Ministry of Gender, Children and Social Protection has convened a joint meeting of the Adoption Board and the Technical Committee to enhance coordination and reinforce oversight across the country’s adoption system.

The engagement included the formal inauguration and swearing-in of members of the Technical Committee, who took both the Oath of Office and the Oath of Secrecy. The ceremony underscored the confidential and sensitive nature of adoption processes and the strict data protection requirements that govern all adoption-related work.

Addressing the newly inaugurated members, the Chief Director of the Ministry and Chairperson of the CAA Board, Dr Afisah Zakariah, emphasised the need for utmost discretion and ethical conduct. She reminded the Committee that documents and information processed under the adoption framework are highly sensitive and must be safeguarded at all times.

Dr Zakariah further urged members to demonstrate professionalism and integrity as they support national efforts to promote child welfare and strengthen adoption services.

The Chairperson of the Technical Committee and Head of the Central Adoption Authority, Mr Stephen Dombo, delivered an extensive presentation on the adoption framework. He highlighted provisions within Sections 81–86 of the Children’s (Amendment) Act, 2016 (Act 937), which establish the Central Adoption Authority and outline its three-tier structure comprising the Adoption Board, the Technical Committee, and the Adoption Secretariat.

Mr Dombo also elaborated on the core mandate of the Technical Committee, noting that its responsibilities include: offering technical and professional support to the Adoption Board, reviewing adoption applications and submitting recommendations, ensuring that decisions taken reflect the best interests of the child supporting the Adoption Secretariat in implementing adoption procedures in accordance with national standards

His presentation covered the types of adoption recognised in Ghana, the standardised adoption process, reporting and meeting procedures, and the roles of key institutions involved in the delivery of adoption services.

In closing, Mr Dombo encouraged members to uphold professionalism, dedication, and strict confidentiality as they execute their mandate to protect children and ensure the integrity of adoption services nationwide.
