MOUN, TOAN Decry Police Intimidation, Obstruction in Collecting Check-Off Dues in Delta

The Motorcycle Operators Union of Nigeria (MOUN) and the Tricycle Owners Association of Nigeria (TOAN) have accused the Nigeria Police Force of intimidation, harassment, and unlawful obstruction in the collection of their statutory check-off dues in Delta State.

The two unions made the allegation, over the weekend at the Nigeria Union of Journalists (NUJ) Secretariat in Warri. 

Speaking on behalf of the unions, the Deputy National President of MOUN, Comrade Julius Bobi, and the State Deputy Chairman of TOAN, Famous Ogbe Foghola, lamented that police operatives have continued to arrest, harass and prevent their members from carrying out their lawful duties in the state.

They emphasized that both MOUN and TOAN are legally registered and recognized trade unions, with MOUN affiliated to the Nigeria Labour Congress (NLC) and TOAN affiliated to the Trade Union Congress (TUC).

They insisted that as legitimate unions backed by law, they are entitled to collect check-off dues from their members without interference.

According to them, many of their members have been unlawfully arrested and prosecuted by the police while simply carrying out these legitimate duties.

Speaking further, TOAN Deputy Chairman Foghola alleged that the Chairman of Ndokwa West Local Government Area, who also doubles as the Chairman of the Commercial Motorcycle and Tricycle Operators Association (COMTOADS), Chief Goddy Obi Nzete, has been using his influence to manipulate local government chairmen across the state.

He accused Nzete of colluding with some council chairmen—particularly those of Udu LGA, Chief Vincent Oyibode, and Ughelli North LGA—to use the police to arbitrarily arrest MOUN and TOAN members and compel them to buy COMTOADS tickets daily on the road, despite COMTOADS, according to him, not being recognized by law.

Foghola further alleged that, as part of the arrangement, council chairmen receive ₦300,000 monthly, while their personal assistants allegedly collect ₦150,000 monthly from the proceeds of the tickets.

“The Ndokwa West Local Government Chairman, who is also the Chairman of COMTOADS, now influences all the local government chairmen in the state. He allegedly puts them on a monthly salary of ₦300,000 every month”, he said.

The unions therefore called on the Inspector-General of Police and the Delta State Commissioner of Police to caution officers involved in the alleged misconduct.

They also appealed to Governor Sheriff Oborevwori to urgently intervene to allow the unions operate lawfully and collect the dues rightly belonging to them.

While urging their members to remain calm and law-abiding, they encouraged them to remain resolute and resist any form of intimidation pressuring them to purchase COMTOADS tickets.

They also used the opportunity to express appreciation to Governor Oborevwori for supporting union activities and for his developmental strides in the state, pledging their continued support toward the success of his administration and his second-term bid in 2027.

    A series of high-level engagements between a Nigerian government delegation and senior United States officials has set the stage for expanded security cooperation aimed at protecting civilians and countering extremist violence across Nigeria, officials from both countries confirmed this week.
    The Nigerian delegation, led by National Security Adviser Mallam Nuhu Ribadu, held meetings in Washington, D.C., with members of the U.S. Congress, the White House Faith Office, the State Department, the National Security Council, and the Department of War. According to a State House statement, signed by Bayo Onanuga, Special Adviser on Information and Strategy to the Nigerian President, the talks focused on strengthening bilateral security ties and correcting what the Nigerian side described as misconceptions about the drivers of violence in the country.

    During the discussions, Nigerian officials “strongly rejected” allegations of genocide, insisting that violent attacks have affected communities across religious and ethnic lines. The delegation argued that mischaracterizing the crisis risks deepening societal divisions and obscuring the complex dynamics behind ongoing unrest, particularly in the Middle Belt.

    Following the engagements, U.S. officials affirmed readiness to broaden security support to Nigeria. According to the Nigerian government, this includes stepped-up intelligence cooperation, faster processing of defence equipment requests, and possible access to excess U.S. defence articles—subject to availability—to bolster counterterrorism operations.

    Washington also signalled willingness to provide humanitarian assistance for affected communities and expand technical support for early-warning and conflict-prevention mechanisms.

    Both countries agreed to implement immediately a non-binding cooperation framework and establish a Joint Working Group to coordinate agreed areas of collaboration. Nigeria, in turn, reaffirmed its commitment to improving civilian protection measures across conflict-affected regions.

    A separate readout from the U.S. Department of War highlighted a meeting on November 20 between Secretary of War Pete Hegseth and NSA Ribadu at the Pentagon. The readout provided by Assistant to the Secretary of War for Public Affairs and Senior Advisor Sean Parnell, said the discussion centered on curbing attacks on Christian communities and intensifying efforts against jihadist terrorist groups operating in West Africa. Secretary Hegseth underscored the need for “urgent and enduring action” by Nigeria while reiterating the Department’s commitment to work “by, with, and through” Nigerian security forces.

    Officials on both sides described the week’s engagements as constructive and focused on practical steps to strengthen mutual trust and coordinate responses to threats facing Nigeria. The Federal Government urged Nigerians to remain assured that “firm, urgent, and coordinated” measures are being taken to improve security nationwide.

    The Nigerian delegation also included Attorney General Lateef Fagbemi; Inspector General of Police Kayode Egbetokun; Chief of Defence Staff General Christopher Musa; Chief of Defence Intelligence Lt. Gen. Emmanuel Parker Undiandeye; Special Adviser to the NSA Idayat Hassan; and Ambassador Ibrahim Babani, Director of Foreign Relations at the Office of the National Security Adviser.

    A chieftain of the All Progressives Congress (APC) in Osun State, Hon. Olatunbosun Oyintiloye, has called on the Service Chiefs to act swiftly to protect Nigerians amid rising security challenges ravaging the country.

    Oyintiloye said that the recent killings and abductions of innocent Nigerians by terrorists in Kwara, Kebbi, Niger States, and other parts of the country are becoming unbearable.

    The APC chieftain said this while speaking with journalists yesterday on the recent wave of insecurity in the country in Osogbo.

    Oyintiloye, a former lawmaker, said that the recent killings and abductions of worshippers and students had thrown many families into distress and made the country appear largely unsafe.

    “I want to passionately appeal to the Service Chiefs to do everything within their power to rescue the abducted children and also stop the senseless killings by the terrorists across the country.”

    “Many communities have been made desolate due to the mass displacement of people and killings.

    “Parents, families, and relatives are currently in a state of devastation due to violence, mass abductions, especially of school children, and killings by the terrorists.

     “If it means the Service Chiefs changing their operational tactics to get things right, they should do so without hesitation because Nigeria is bleeding and time is running out,” he said.

    Oyintiloye also said that there was no doubt that the security agencies were working hard to keep Nigeria safe.

    He, however, said that the spate of killings and abductions of school children in the past few days called for serious concern and a change in security operational strategies.

    The APC chieftain also called on President Bola Tinubu and the National Security Adviser, Nuhu Ribadu, to discreetly identify those who might be sabotaging the efforts of the military in the fight against terrorism and prosecute such persons.

    He added: “The president and the NSA should discreetly identify those sabotaging the efforts of the military in protecting Nigerians for prosecution.

    “Those saboteurs within the system must be identified and flushed out before they do more damage.

    “Distressing reports are suggesting internal sabotage and external collaboration. That must be decisively dealt with.

    “The way  and manner in which the efforts of the military are being thwarted calls for serious concern and should be investigated.”

    Oyintiloye, who commended the president for his efforts to protect the country, said that Nigeria has the capacity to win the war against terrorism with the support of all stakeholders.

    He appealed to Nigerians not to give up, adding that the country will overcome its current challenges with their cooperation.
