Former Chief Executive Officer of the National Petroleum Authority (NPA), Dr Mustapha Abdul Hamid, has filed a defamation suit against the Office of the Special Prosecutor (OSP) over claims linking him to the alleged misappropriation of GH¢1.3 billion from the Unified Petroleum Price Fund.
The writ, filed at the High Court in Accra by his lawyer, A. A. Somuah-Asamoah of Appiade Chambers, contends that during a press briefing held on 12 February 2025, the Special Prosecutor made statements that publicly associated Dr Hamid with acts of embezzlement—allegations he has strongly denied.
Dr Hamid is seeking four primary reliefs, including a formal declaration that the statements made by the OSP were unlawful and defamatory. He is also demanding GH¢20 million in damages, a full retraction of the statements, and an unconditional public apology. Additionally, he is requesting a perpetual injunction to restrain the OSP from making any further defamatory remarks, as well as an order for the office to bear the costs of the legal proceedings.
According to the court documents, the statements made at the press briefing have caused significant damage to Dr Hamid’s reputation, both in Ghana and internationally. They allege that the remarks have led to the loss of consultancy and teaching opportunities and caused him considerable emotional and professional distress.
The writ further notes that Dr Hamid was neither informed of any ongoing investigation nor given an opportunity to respond before the allegations were made public.
The case, filed in the High Court’s General Jurisdiction Division, raises broader concerns about how state agencies communicate allegations during public briefings and the potential reputational consequences for individuals mentioned in such proceedings.
