The Ghana Tertiary Education Commission (GTEC) has instructed all public tertiary institutions to halt any plans to increase student fees for the 2025/2026 academic year until Parliament grants formal approval.
In a directive issued on 3 November 2025 and signed by Dr. Emmanuel Oware Nyarko, Director of Quality Assurance and Compliance on behalf of the Director-General, GTEC cautioned that no new fees should be implemented without adhering to the procedures outlined in the Fees and Charges Act.
According to the Commission, it has observed that some public universities and colleges have, over the years, adjusted student fees without following the proper statutory processes, a practice that has led to implementation challenges.
“To ensure compliance with statutory requirements under the Fees and Charges Act and in line with its mandate to promote effective and efficient tertiary education administration, GTEC reminds all universities that new fees for the 2025/2026 academic year cannot be charged without prior approval from Parliament,” the statement read.
The directive further urged Vice-Chancellors to maintain the existing fee structure and to implement any revised rates only after Parliament’s approval has been secured.
The circular was copied to the Minister for Education, the Chairman of the Parliamentary Select Committee on Education, and the Vice-Chancellors of Ghana (VCG), as part of measures to ensure coordination and compliance within the tertiary education sector.
GTEC reaffirmed its commitment to ensuring transparency, accountability, and affordability in tertiary education, stressing that the directive aligns with government efforts to make higher education more accessible to all.
