Transparency: Kaduna Leads for Second Year Running

For the second consecutive year, Kaduna State has emerged as the most transparent and accountable state in Nigeria, topping the 2025 Transparency and Integrity Index (TII) released by the Centre for Fiscal Transparency and Public Integrity (CeFTPI), with support from the MacArthur Foundation.

In a statement yesterday in Kaduna, Information Commissioner,  Ahmed Maiyaki, said Kaduna  led the national ranking with a composite score of 49.08 per cent, ahead of Kano (46.86 per cent) and Osun (45.97 per cent), reaffirming its reputation for institutional transparency and governance excellence.

He added that Kaduna also achieved the highest national score of 80 per cent in the Control of Corruption category — a key indicator of the state’s robust anti-corruption frameworks and ethical standards.

The annual index, which assessed all 36 states of the federation, evaluates performance across five core thematic areas: fiscal transparency, open procurement, human resources, control of corruption, and citizens’ engagement

The report highlighted Kaduna’s consistent and reform-oriented governance as a critical factor in its leading performance, particularly under the administration of Governor Uba Sani.

The statement quoted Governor Uba Sani as saying that the recognition is a validation of his  administration’s commitment to transparency and ethical leadership.

“Our administration has prioritised transparency and accountability as pillars of sustainable development.

“This recognition by the Centre for Fiscal Transparency reaffirms that Kaduna is not only performing but doing so with integrity. 

“We will deepen ongoing reforms, enhance citizen participation, and ensure prudent management of public resources,” the  statement quoted the governor. 

Maiyaki also described the state’s performance as “a direct result of deliberate and sustained policy reforms aimed at institutionalising openness and good governance.

“This is not an accidental achievement. It reflects Governor Uba Sani’s strategic focus on building transparent systems that deliver real value to the citizens.” According to the Commissioner,  “transparency breeds trust, and trust is fundamental to effective leadership.”

Maiyaki reaffirmed  the commitment of the state government to strengthening transparency mechanisms, promoting participatory governance, and positioning the state as a benchmark for integrity-driven leadership across Nigeria.

    The Speaker of the House of Representatives, Hon. Tajudeen Abbas, has assured wounded-in-action personnel of the Nigerian military that the country stands firmly with them.

    He also stated that troops of the Armed Forces are demonstrating bravery and professionalism in the defence of Nigeria.

    The Speaker gave this assurance to the wounded-in-action soldiers while inaugurating officers’ accommodation at the Niger Barracks Extension, as well as the link road connecting the Nigerian Army Resource Centre at Mambilla Barracks with the Army Headquarters Command Mess 1 and the Defence Intelligence Agency, on Friday in Abuja.

    He said: “Allow me to salute the courage, discipline, and sacrifice of our Armed Forces. Across our nation — from internal security operations to the defence of our borders — our troops demonstrate bravery and professionalism every day.

    “Many of our compatriots in uniform have paid the supreme price. We honour their memory, we recognise the burden borne by their families, and we remain determined that their sacrifices will never be in vain. To those wounded in action, and to all who live with visible or invisible scars, Nigeria stands firmly with you.

    “Today’s commissioning reflects a clear and commendable leadership philosophy at the Defence Headquarters — one that prioritises personnel welfare as a cornerstone of military capability. No fighting force, no matter how well-equipped or trained, can perform at its best without decent accommodation, reliable infrastructure and a humane work environment.

    “The projects we are inaugurating today are, therefore, practical investments in morale, cohesion, and readiness. By improving movement between key facilities and providing dignified living spaces for our officers, we strengthen efficiency and reinforce the resolve of our personnel to give their very best in service to the nation.”

    Speaker Abbas added: “This ceremony also takes place within a broader national and security context. In recent years, our country has faced complex threats — terrorism, insurgency, banditry, kidnapping, oil theft, piracy, cyber threats, and transnational organised crime. These challenges evolve rapidly, testing our institutions and stretching our resources.”

    Stating that Nigeria’s security requires cooperation between government and society, the Speaker said military action alone cannot resolve every challenge.

    He noted that military operations must be complemented by political engagement, community participation, economic empowerment and justice, adding: “We must share intelligence, deploy technology responsibly, and ensure our troops have the resources they need to succeed.”

    Earlier in his remarks, the Chief of Defence Staff (CDS), General Christopher Musa, said the provision of high-quality facilities reflects the military’s deep understanding that operational success begins with the welfare and morale of personnel.

    He stressed that by improving their quality of life, the Defence Headquarters is investing directly in the strength, efficiency and unity of the forces.

    Founder of the Women Entrepreneurs Association (WenA), Aisha Babangida, has urged the federal and state governments to emulate Kaduna State’s gender-inclusive procurement reforms, describing them as a model for driving national growth and women’s economic empowerment.

    Speaking in Abuja Saturday at the 5th WenA SME Conference, themed ‘Policy Reforms and Resilience Strategies for SMEs in a New Economy,’ she praised the Affirmative Action Procurement Reform Initiative led by UN Women with support from the African Development Bank (AfDB) and Women Entrepreneurs Finance Initiative (We-Fi).

    Ms Babangida noted that the Kaduna model, which reserves a percentage of public contracts for women-led businesses, waives registration fees and ensures female representation on procurement boards, has demonstrated that inclusive procurement is not just an economic strategy; it’s a catalyst for national development.

    According to her, “Kaduna’s model is proof that when we open doors for women entrepreneurs, we unlock prosperity for all.”

    She revealed WenA’s new initiative will train and certify women entrepreneurs to access procurement opportunities, urging policymakers to “move from dialogue to action” and replicate Kaduna’s reforms nationwide.

    She further underscored that reducing unpaid care work, promoting care-responsive policies, and empowering women economically are “essential pillars for unlocking Africa’s economic potential”. 

    She commended UN Women Nigeria’s advocacy and highlighted the need for sustained collaboration between government, private sector and civil society to strengthen women’s participation in the formal economy.

    Reflecting on WenA’s journey, Babangida recalled the organization’s early challenges navigating regulatory systems, taxes and compliance.

    “Passion alone was not enough,” she said. “We saw how complex policies can discourage even the most determined entrepreneurs. That’s why advocacy is essential to ensure systems support, not stifle, innovation.”

    Representing the Presidency, the Senior Special Assistant to the President on Entrepreneurship Development, Communications, Innovation and Digital Economy, Ms. Chalya Shagaya, reaffirmed government’s commitment to reducing the cost of doing business under the Renewed Hope Agenda of President Bola Tinubu.

    “Women-owned SMEs are at the heart of our economy. Through fiscal harmonization, energy reforms, and affordable financing, the administration is working to ensure Nigerian entrepreneurs not only survive but thrive,” she said.

    Also speaking, the Federal Inland Revenue Service (FIRS) representatives outlined key fiscal reforms under the new Nigerian Tax Reform Agenda, including the Tax Administration Act, which simplifies tax compliance, harmonizes levies and exempts SMEs with turnover below N100 million from income tax, effective January 2026.

    From the development sector, UN Women Nigeria, represented by Patience Ekechukwu, emphasized that although women constitute 43% of Nigeria’s micro and small enterprise owners, most remain under-capitalized and excluded from the formal economy.

    “The challenge is not visibility but transformation,” Ekechukwu said. “We must strengthen the link between policy and implementation to ensure inclusion translates into measurable economic impact.”

    She urged stronger collaboration between government, the private sector, and women-led associations such as WenA to close the gender gap in access to finance, infrastructure and digital inclusion.

    The conference, attended by policymakers, development partners, and industry leaders, concluded with a renewed call for gender-responsive policy execution, fiscal incentives, and inclusive procurement frameworks to make Nigeria’s business environment more equitable and globally competitive.
