Hot SourceThe Public Procurement Authority (PPA) has issued a strong warning to government institutions after detecting a growing trend of entities bypassing procurement rules and seeking ratification only after contracts have been awarded.
In a notice released on its official platforms on Tuesday (23 September), the PPA Board expressed concern that some public procurement entities are moving ahead with single-source contracts without the required prior approval, then attempting to legitimise the deals later.
The authority described the practice as a “deliberate abuse” of the Public Procurement Act, 2003 (Act 663), emphasising that the law’s provision for ratification is meant to be an exception, not a standard procedure.
“Procurement entities must note that ratification is rather the exception, not the norm,” the statement said, urging heads of public institutions and their tender committees to strictly follow due process to avoid sanctions.
