Police Summon Ex-Kaduna Gov, El-Rufai, Others for Disturbance of Public Peace

The Nigeria Police, Kaduna State Command, yesterday summoned a former Governor of the state, Nasir El-Rufai, alongside some key members of the African Democratic Congress (ADC) in Kaduna, for among others, inciting disturbance of public peace.

A letter seen by THISDAY further listed alleged criminal conspiracy, mischief, and causing grievous hurt as some of the allegations preferred against the former Governor of Kaduna State.

The letter dated September 4, 2025, was signed by the Deputy Commissioner of Police in charge of the Criminal Investigation Department (CID), Uzainu Abdullahi.

“This department is currently investigating the above-mentioned case involving the following members of your party. You are requested to come along with them to SCID to clarify allegations reported against them by the complainants on 8th September, 2025,” the letter summoning El-Rufai and six others stated.

Other persons listed alongside El-Rufa’i includes: Bashir Sa’idu; Jafaru Sani; Ubaidullah Mohammed, aka 30; Nasiru Maikano; Aminu Abita, and Ahmed Rufa’i Hussaini, aka Mikiya.

Recall that last Saturday, suspected thugs reportedly disrupted the inauguration of the transition committee members of a coalition of opposition parties under the ADC in Kaduna State.

The assailants, reportedly armed with cutlasses, clubs, and stones, attacked participants and vandalised properties, THISDAY learnt.

However, despite the incident, the inauguration continued under tense conditions, but not without the Kaduna State Police Command, blaming El-Rufai for the incident.

Since then, the Kaduna state government and El-Rufai have engaged in heated exchanges over the violence which rocked the meeting in Kaduna, accusing El-Rufai of plotting to destabilise the state through provocative actions and inflammatory statements, an allegation he denied.

In a statement signed by the Commissioner for Internal Security and Home Affairs, Dr. Suleiman Shuaibu, the government said it would not fold its arms and watch El-Rufai plunge Kaduna back into violence, division, and insecurity.

“This Government will not fold its arms and allow a discredited former leader, who left the state in ruins, to ignite chaos and plunge the state into another era of ethno-religious tension, insecurity, and economic stagnation,” the Kaduna government statement noted.

But in the invitation letter, El-Rufai and the other ADC leaders, including the North West Chairman of the Party, Ja’afaru Sani, were invited by the police for questioning over the alleged aforementioned offences.

However, the ADC members insisted that they had not been served with the police invitation and have only read about it on social media.

The Minister of Education, Tunji Alausa, yesterday clarified that the recent gift presented to the winners of the TeenEagle 2024/2025 Global Competition in the United Kingdom was not from the federal government, but from his personal pocket.

In a statement signed by the Director, Press and Public Relations in the ministry, Boriowo Folasade, the minister noted that the token handed down to the girls was not from the government since it has no budget for such expenses.

THISDAY learnt that the reaction may not be unconnected with the response of Nigeria’s online community to the gift, which they insisted was too meagre compared to donations to football and basketball stars, among others.

Three teenage girls, Nafisa Abdullahi Aminu, Rukayya Muhammad Fema, and Hadiza Kashim Kalli emerged champions in the global English-language contest, and were said to have defeated thousands of competitors from across the world. But when news broke that each was handed just N200,000 as a reward, it drew the attention of Nigerians on social media.

“The attention of the Federal Ministry of Education has been drawn to misinformation circulating on social media regarding the monetary gifts presented to the eight Nigerian winners of the TeenEagle 2024/2025 Global Competition in the United Kingdom.

“For the avoidance of doubt, the ministry wishes to state categorically that the monetary tokens presented at the national recognition event held on Thursday, 28th August 2025, were personal gifts from the Honourable Minister of Education, Dr. Maruf Tunji Alausa. These gifts were not funded by the Federal Government or the Federal Ministry of Education.

“This fact was clearly announced during the event and further reiterated by the Honourable Minister on his verified social media handle. Any claims suggesting otherwise are false and misleading,” the statement noted.

Alausa emphasised that the gift was just a token of his appreciation of the effort made by the young girls and to also serve as encouragement to other girls and young children in Nigeria to excel.

He highlighted that the Federal Ministry of Education does not have any budgetary allocation for cash awards or monetary gifts, explaining that the ministry’s financial provisions are strictly dedicated to scholarships and structured educational support, in line with government policy.

According to the minister, this is only available to students entering or currently studying at Nigeria’s public tertiary institutions universities, colleges of education and polytechnics.

The statement noted that the minister’s gesture should therefore be understood for what it is, which is a personal act of generosity and encouragement, intended to celebrate the achievements of the young girls and inspire other Nigerian children to reach greater heights.

“The Federal Ministry of Education remains committed to recognising excellence, building a robust and globally competitive education system, and delivering on President Bola Ahmed Tinubu’s vision of education as the cornerstone of national development. Every Nigerian child deserves access to world-class learning opportunities, and this remains our unwavering priority.

“This clarification should lay to rest any misinformation as we continue to encourage all Nigerian children to pursue excellence and reach the highest levels of academic achievement” the statement added.

The petrol unit at Nigeria’s 650,000 barrel-per-day Dangote refinery may be shut for between two to three months for repairs, industry monitor IIR Energy told clients on Thursday, which could lead to a tighter  market.

The unit has been shut since around August 29 after catalyst leaks, a Reuters report said yesterday. The refinery plans to attempt to restart the 204,000 bpd Residue Fluidized Catalytic Cracking Unit (RFCCU) on September 20, but major repairs and equipment replacement could keep the unit shut for months, IIR Energy said.

Reuters first reported on Wednesday that Dangote’s RFCCU was expected to be shut for at least two weeks. Dangote did not immediately respond to a request for comment to the news, the report said.

One petroleum products trader said the market for the motor fuel was already strong. “This just adds fuel to the fire,” the trader told Reuters.

The U.S. petrol futures crack spread has risen nearly 13 per cent so far this week, to its highest since August 19, while Northwest European gasoline profit margins have risen around 23 per cent to $19.31 as of Wednesday according to LSEG data, trading at their highest since late June.

Supply constraints in the market due to current and upcoming outages are enough to offset the seasonal decline in demand, noted Philip Jones-Lux, senior analyst at Sparta Commodities.

The Dangote refinery, which began processing crude in January 2024, has slashed the Europe to West petrol export trade significantly. EU and UK petrol exports to Nigeria fell from an average of about 200,000 bpd in 2024 to about 120,000 bpd in the first half of this year, according to Kpler data.

It has also shipped two petrol cargoes to the U.S. East Coast, expected to arrive in the New York area later this month, a major milestone as industry observers were closely tracking if and when the plant would produce fuel meeting U.S. standards

Meanwhile, oil prices eased about 1 per cent to a two-week low on Thursday on a surprise build in U.S. crude inventories last week and expectations that OPEC+ producers will increase output targets at a meeting this weekend.

Brent crude futures fell 65 cents, or 1.0 per cent, to settle at $66.95 a barrel, while U.S. West Texas Intermediate crude fell 49 cents, or 0.8 per cent, to settle at $63.48.

The U.S Energy Information Administration (EIA) said energy firms added 2.4 million barrels of crude into storage during the week ended August 29 as refineries headed into maintenance season.

Eight members of the Organisation of the Petroleum Exporting Countries (OPEC) and allies like Russia in OPEC+ will consider further increases to production in October at a meeting on Sunday, two sources familiar with the discussions told Reuters.

A potential OPEC+ production hike would send a strong signal that regaining market share takes priority over price support, said Tamas Varga, a senior analyst at PVM Oil Associates brokerage and consulting firm.

OPEC+ has already agreed to raise output targets by about 2.2 million barrels per day from April to September, in addition to a 300,000-bpd quota increase for the United Arab Emirates.

Police in Kano tightened security at the zonal office of the Economic and Financial Crimes Commission (EFCC) to preempt a planned protest by some civil society organisations in the state.

Members of groups converged on  the anti-graft office yesterday  morning to show solidarity with the EFCC and ICPC’s ongoing investigation into corruption allegations against some state government officials.

In his speech at a press conference, leader of the group Ambassador Abdullahi Muhammad, said: “The solidarity walk is a clear message of support and encouragement to the EFCC, ICPC and all anti-graft agencies to stand firm, remain resolute, and do not bow to intimidation.”

He added: “We the people of Kano, speaking through the Forum of Kano Civil Society Organisations (CSOs) Against Corruption, gathered today in solidarity and protest to demand accountability, justice, and transparency in governance.”

According to him, “We stand united because corruption is killing Kano. Public trust has been betrayed, billions have been siphoned, and the people continue to suffer while a few individuals enrich themselves.”

The leader of the group cited some cases bordering on allegations leveled against some state government officials, which included the ongoing investigation into the N6.5 billion scandal, the Novomed drug scandal, the 50,000 Women’s Cash Support Scheme, and the federal government palliative scandal, among others.

While calling on the judiciary to act fairly and resist compromise in the discharge of all corruption cases, the CSOs also, urged the State House of Assembly to immediately set up a committee to investigate the allegations and hold officials accountable.

Ambassador Muhammad condemned the alleged harassment of some journalists and civil society voices by the state government, adding that “silencing dissent is an assault on democracy.”

Ogun-Osun River Basin Authority Chairman, MD Bicker over Procurement

The Chairman, Ogun-Osun River Basin Development Authority (O-ORBDA), Hon. Olusegun Odebunmi, has petitioned the Bureau of Public Procurement (BPP), accusing the Managing Director of the authority, Deji Ashiru, of sidelining him in the 2025 procurement activities.

Odebunmi in the petition titled, “Formal complaint – Lack of Board Chairman’s Involvement in 2025 Procurement Activities of O-ORBDA,” said many procurement activities have been executed without his involvement, due consultation or statutory role as the chairman of the authority.

According to him, since his appointment on December 12, 2024 he has not been carried along in accordance with the provisions of the establishment, framework and gover-nance organogram of the authority, stating that  developments within the authority have grossly deviated from these expectations. 

While highlighting happenings in the authority, Odebunmi disclosed that following the signing of the 2025 Appropriation Act by President Bola Tinubu the implementation process within O-ORBDA commenced without any form of briefing, consent, or approval from his office, insisting that this clearly contradicts the principles of inclusive governance and board oversight as defined in the River Basin Authority structure.

The former lawmaker, who represented Surulere/Ogo Oluwa Federal Constituency in the ninth assembly, lamented that some of the projects embarked upon without his inputs include construction of irrigation project at Bansa, Igbo Ora, Oyo State; establishment of Songhai model farm at Igan Alade, Ogun State and construction of solar street light at various locations in Ogun, Oyo and Lagos State respectively. 

The statement read: “I was not involved in the planning, advertisement, shortlisting, or evaluation of the technical and financial bids for the 2025 capital projects. As the only appointed member of the 

Authority’s Board at this time, my exclusion from these critical procurement stages is not only  inappropriate but also violative of due process and Section 22 of the Public Procurement Act, 

2007.

“The managing director has proceeded to issue contract award letters without seeking my  concurrence or even notifying me of the final approvals. This unilateral action undermines the  principles of institutional accountability and board governance. The authority’s organogram clearly outlines the oversight responsibilities of the Board Chairman.” 

He maintained that as the only appointed governance authority at the board level he finds the actions of the MD to be procedurally flawed and administratively unacceptable for a federal institution guided by the Public Procurement Act and other relevant regulations.

He then urged the BPP to nvestigate the ongoing 2025 procurement activities carried out by O-ORBDA without appropriate governance oversight; review the legality and validity of all contract award letters issued so far by the 

MD  in 2025; issue a directive to suspend further procurement actions pending compliance with proper governance protocols and provide regulatory guidance on interim procurement governance in institutions like  OORBDA where only the Board Chairman has been appointed and inaugurated. 

Odebunmi insisted that it is his duty as Board Chairman to ensure that all activities within the authority conform to due process, uphold transparency, and comply fully with all statutory procurement and administrative frameworks, stating that he is compelled to raise the matter to the BPP for urgent attention and corrective action.

The Director-General of the BPP, Dr. Adebowale Adedokun, while acknowledging the petition in a letter addressed to Odebunmi titled, “Re : Complaint on the executive management of Ogun-Oshun River Basin Authority’s Infraction on project sum, said the Managing Director has been directed to forward his comments on the issues raised in the petition to the Bureau.

Lady, 21, Kills Father of Her Two Kids in Delta

The issue of unrestrained domestic violence reared its ugly head again in Delta State as a 21-year-old lady has been arrested by the Delta State Police Command for allegedly stabbing her live-in lover to death during a fight.

The young woman, identified simply as Lilian, reportedly killed the father of her two children with a kitchen knife, which she allegedly picked up and used as a weapon in a fight with the 34-year-old man she had cohabited with for four years without formal marriage.

The state police command spokesman, Mr. Bright Edafe, a Superintendent of Police (SP), confirmed the arrest in a message made available to THISDAY in Asaba, yesterday. 

The said Lilian had been co-habiting with the deceased 34-year-old man (whose identity was not disclosed) since she was 17 and they had two children.

The young woman, who spoke flawless English during interrogation, told the police that she dropped out while in the second year of Senior Secondary School (SS2).

Edafe said that during interrogation – a video clip of which was attached to the statement – the suspect admitted to stabbing her partner in the chest with a kitchen knife in the heat of a disagreement that turned violent.

The police spokesman, who appealed to parents to take more interest in the education and training of their children, said: “She claimed he attempted to end their relationship, which led to a quarrel.

“She said that he beat her with a cane and smashed her head on the ground before she rushed to the kitchen to get a knife.

“When he advanced towards her despite warning him to stay away, she stabbed him.”

Kogi Commissioner Refutes False Debt Claims

The Kogi State Commissioner for Finance, Budget and Economic Planning, Asiwaju Idris, has dismissed as false and misleading a publication alleging that 80 percent of the state’s revenue will be committed to debt servicing over the next three years.

In a statement, Idris stressed that under the leadership of Governor Usman Ododo, debt servicing has been placed on a sustainable path, freeing resources for development and social investment.

According to him, “The claim that 80 percent of our revenue will go into debt servicing is unfounded and inconsistent with verifiable fiscal data. Since coming into office, the administration of His Excellency, Governor Ahmed Usman Ododo, has sustained responsible financial management, ensuring that debt service obligations remain well within globally accepted thresholds.”

“This has created fiscal space to fund infrastructure, healthcare, education, and other people-centred programmes.”

Official reports published by the state government show that debt servicing as a share of total revenue has consistently declined: 29% in 2020, 15% in 2021, 11% in 2022, and 11% in 2023. These figures are far below the 40 percent international sustainability benchmark, which confirms that Kogi State’s debt position is stable and well-managed.

The 2024 Debt Sustainability Analysis (DSA) further projects that debt service obligations will remain sustainable up to 2033, firmly disproving any claims of 80 percent debt commitments.

Idris also reaffirmed that Governor Ododo’s administration continues to uphold transparency and accountability by publishing budgets, debt sustainability reports, and citizens’ guides on the state’s official website, allowing the public to verify financial records directly.

The commissioner further noted that as at March 31, 2025, the Debt Management Office ranked Kogi as the state with the 5th lowest domestic debt nationwide.

“Governor Ododo’s administration is committed to prudent debt management, improved internally generated revenue, and accountability in the use of public resources. These are the hallmarks of a government determined to secure lasting prosperity for the people of Kogi State,” the statement concluded.

Legendary Italian fashion designer, Giorgio Armani, has died, the company he founded said yesterday. He was 91.

“With infinite sorrow, the Armani Group announces the passing of its creator, founder, and tireless driving force: Giorgio Armani,” the fashion house said.

Armani “passed away peacefully, surrounded by his loved ones,” it added. “Tireless, he worked until his final days, dedicating himself to the company, its collections, and the diverse and ever-evolving projects both existing and in progress,” the statement said.

Armani had been unwell for some time, and his canceled appearance at Milan’s Men’s Fashion Week in June was the first time in his career that he had missed one of his catwalk events. His last public appearance was on May 21.

Donatella Versace, a fellow Italian designer, posted a photo of Armani on Instagram and wrote that he had made history. “The world lost a giant today,” she wrote.

Known as “Re Giorgio” — or King Giorgio — he founded his eponymous company in 1975, and it soon became a byword for sleek, understated style that “extended from fashion to every aspect of life,” as the statement put it.

Its breakout moment came in 1980 when it designed the suits worn by Richard Gere in the movie “American Gigolo.” From there, it expanded into a global empire that covered everything from haute couture to high-street fashion, from eyeglasses to shoes, and even homeware, CBS news reported.

Armani’s first red-carpet design was worn by Diane Keaton when she attended the Academy Awards in 1978. She won an Oscar for best actress for her role in Annie Hall that night.

Unlike many stars who wore gowns, Keaton wore a skirt and blazer designed by Armani. She wanted to appear as relatable first and a star second, Armani recalled in a 2020 interview with Grazia.

“It’s interesting to look back at this because, in 1978, all of us were adjusting how we thought of ourselves, socially and professionally,” he said in the interview. “In particular, women were discovering a new voice as professionals.”

Armani added that he found himself being credited with giving these women the wardrobe to compete with their male counterparts. And as the women’s power suit dominated pop culture in the 1970s and 1980s, Armani was the designer to wear or, for his competitors, emulate, the report said.

Armani’s pants and unlined jacket created a discernible silhouette that put Italian ready-to-wear on the map. While the suit made Armani’s fashion house famous, his dresses were also revered as he kept the same elegance and emphasis on silhouette that made his designs so popular.

His business expanded beyond clothing to include cosmetics, perfume, home furnishings, accessories, and more. Forbes estimated his net worth at $12.1 billion and ranked him No. 235 of the world’s billionaires. Armani’s Forbes profile quotes him as saying he’s “never satisfied.”

“In fact, as someone who is forever dissatisfied and obsessive in his search for perfection, I never give up until I’ve achieved the results I want,” he said.

Though the funeral service will be private, in accordance with Armani’s wishes, the wake at the fashion house’s dramatic Milan headquarters and showspace, the Teatro Armani, will be open to the public Saturday and Sunday.

Italy’s prime minister, Giorgia Meloni, paid tribute to the designer’s “elegance, sobriety, and creativity,” through which “he was able to bring luster to Italian fashion and inspire the entire world.” She called him “an icon, a tireless worker, a symbol of the best of Italy. “Thank you for everything,” he wrote.

Matteo Salvini, the deputy prime minister who is from Armani’s hometown of Milan, called him “a figure of Italian excellence recognised and admired throughout the world” and “an unsurpassed master of style and creativity.”

Anna Wintour, former editor-in-chief of Vogue, described Armani as having a “clear force of personality” and a vision that made his work instantly distinguishable.

“He understood power and attitude and elegance as well as anyone ever has in fashion, and he understood women too: how they wanted to dress and what message they wanted to send as they asserted themselves through his rise in the ’70s, ’80s, and beyond,” Wintour said in a Thursday statement.

She also credited him for refusing to confine himself to any one field or medium.

“For him fashion wasn’t one thing: It was also film, music, sport, art, design, and architecture, and he left his mark in all these worlds—and everywhere he went,” she added.

Actor Russell Crowe shared that he was planning to see Armani at the end of the month in Milan, memorializing the designer in a series of posts on X.

He recalled that his “love affair with Armani suits” began when his luggage was lost in transit on the way to the 1997 Cannes Film Festival, and he went to an Armani store in a pinch before a premiere. Since then, Crowe said that so many of the significant, including his wedding, moments in his life were done in Armani.

“Mr. Armani has made a deep contribution, to fashion, to design, to popular culture,” Crowe wrote. “His energy, vision and finesse has made a mark acknowledged around the globe. I adored him. He was so kind,” Crowe wrote.

Police Summon Ex-Kaduna Gov, El-Rufai, Others for Disturbance of Public Peace

The Nigeria Police, Kaduna State Command, yesterday summoned a former Governor of the state, Nasir El-Rufai, alongside some key members of the African Democratic Congress (ADC) in Kaduna, for among others, inciting disturbance of public peace.

A letter seen by THISDAY further listed alleged criminal conspiracy, mischief, and causing grievous hurt as some of the allegations preferred against the former Governor of Kaduna State.

The letter dated September 4, 2025, was signed by the Deputy Commissioner of Police in charge of the Criminal Investigation Department (CID), Uzainu Abdullahi.

“This department is currently investigating the above-mentioned case involving the following members of your party. You are requested to come along with them to SCID to clarify allegations reported against them by the complainants on 8th September, 2025,” the letter summoning El-Rufai and six others stated.

Other persons listed alongside El-Rufa’i includes: Bashir Sa’idu; Jafaru Sani; Ubaidullah Mohammed, aka 30; Nasiru Maikano; Aminu Abita, and Ahmed Rufa’i Hussaini, aka Mikiya.

Recall that last Saturday, suspected thugs reportedly disrupted the inauguration of the transition committee members of a coalition of opposition parties under the ADC in Kaduna State.

The assailants, reportedly armed with cutlasses, clubs, and stones, attacked participants and vandalised properties, THISDAY learnt.

However, despite the incident, the inauguration continued under tense conditions, but not without the Kaduna State Police Command, blaming El-Rufai for the incident.

Since then, the Kaduna state government and El-Rufai have engaged in heated exchanges over the violence which rocked the meeting in Kaduna, accusing El-Rufai of plotting to destabilise the state through provocative actions and inflammatory statements, an allegation he denied.

In a statement signed by the Commissioner for Internal Security and Home Affairs, Dr. Suleiman Shuaibu, the government said it would not fold its arms and watch El-Rufai plunge Kaduna back into violence, division, and insecurity.

“This Government will not fold its arms and allow a discredited former leader, who left the state in ruins, to ignite chaos and plunge the state into another era of ethno-religious tension, insecurity, and economic stagnation,” the Kaduna government statement noted.

But in the invitation letter, El-Rufai and the other ADC leaders, including the North West Chairman of the Party, Ja’afaru Sani, were invited by the police for questioning over the alleged aforementioned offences.

However, the ADC members insisted that they had not been served with the police invitation and have only read about it on social media.
