The Federal Capital Territory Administration, FCTA, has withdrawn all park licences in Abuja, asking operators to resubmit documents for fresh screening and possible reallocation, following major policy violations.

Mukhtar Galadima, Director of Development Control, disclosed this during an interview with journalists while explaining the recent demolition of Boulevard Park located in Maitama, Abuja.

He said the FCT minister acted on a memo from the directors of Parks and Recreation and Lands, highlighting serious violations and inadequacies in the management of parks across the territory.

Galadima noted that the directive allowed park operators to resubmit their documents to the Parks and Recreation Department for a fresh review, after which qualified parks might be reallocated.

“If they meet the terms and conditions, they’ll be reallocated. Operators must respond, submit their documents, and if approved, they can regain access to their parks,” Galadima explained.

He emphasised that the move is not a witch-hunt but a necessary step to restore order, legality, and compliance with urban policies guiding park operations in the Federal Capital Territory.

“There’s nothing like witch-hunting. All park allocations were withdrawn over consistent violations. The minister holds authority to regulate land use in the FCT, including public parks,” he stated.

Regarding Boulevard Park’s demolition, Galadima clarified that the park operators were properly notified beforehand and enforcement only followed after all legal requirements had been satisfied.

He said the park had violated its original terms of use, operating activities that directly contravened recreational policies and deviated from the approved land use allocation.

“Boulevard Park was approved for recreation, but its operations violated every part of the policy. What’s happening there is a complete departure from the park’s intended use,” he said.

Galadima added that the Department of Parks and Recreation was mainly responsible for monitoring park activities and ensuring that parks operated within approved regulatory guidelines.

He revealed that all parks were expected to submit conceptual designs for approval before opening, but failure in monitoring had led to widespread abuse and policy breaches.

“The FCT is governed by law, and lawlessness won’t be tolerated. Every park operator must comply with all terms and conditions attached to their allocation,” Galadima stated firmly.

He assured the public that a ministerial committee had been established to review all park allocations and ensured that their usage aligned strictly with the original recreational purposes.

President Bola Tinubu has directed the full implementation of mandatory health insurance across all Ministries, Departments, and Agencies, MDAs, in line with the National Health Insurance Act, 2022.

The President ordered the Secretary to the Government of the Federation, SGF, to issue a service-wide circular mandating compliance with the Act, while also urging closer engagement with the private sector to ensure businesses are not unduly burdened.

According to a statement issued on Wednesday by Special Adviser to the President on Information and Strategy, Bayo Onanuga, the directive covers five key areas, including the compulsory enrolment of all MDA employees in the National Health Insurance Authority, NHIA, plan.

Agencies are, however, allowed to take up supplementary private insurance coverage.

The President also directed that all entities participating in public procurement must present a valid NHIA-issued Health Insurance Certificate as part of their eligibility requirements.

Similarly, applicants for licenses, permits, and other official approvals must show proof of compliance before being considered.

To ensure transparency, the NHIA will establish a digital verification platform for certificates, while MDAs are expected to develop internal procedures to authenticate submitted documents and monitor compliance.

The Presidency said the directive is aimed at expanding health coverage, safeguarding workers, reducing out-of-pocket expenses, and promoting accountability in both public and private sector operations.

The NHIA Act, enacted in 2022, makes health insurance compulsory for Nigerians. However, nearly three years after its passage, coverage remains low despite recent improvements in the health sector.

A Federal High Court sitting in Port Harcourt has fixed October 13, 2025, to hear a suit filed by a civil society organization, the Initiative for Freedom, Conflict Prevention and Social Integration, FREECON, against President Bola Tinubu, the Attorney-General of the Federation, the Rivers State Sole Administrator, the Rivers State Independent Electoral Commission, RSIEC, and its Chairman.

FREECON approached the court seeking a determination on whether, by the combined reading and construction of Sections 197 and 198 of the 1999 Constitution of the Federal Republic of Nigeria (as amended), the President can, under any circumstance, create or appoint a Sole Administrator or any other authority to usurp, divest, transfer, or exercise the governor’s constitutional powers in appointing the chairman and members of RSIEC.

The group is also contending that the court should determine whether, by the combined effect of the relevant constitutional provisions, the Sole Administrator, retired Vice Admiral Ibok-Ete Ibas, whom they argued is not recognized by the Constitution, has the statutory authority to appoint the RSIEC Chairman and members responsible for organizing, undertaking, or conducting elections across the 23 local government areas of Rivers State.

DAILY POST reports that when the matter was called in court on Wednesday, counsel for the Peoples Democratic Party, PDP, applied to join in the suit.

The application was not opposed by the claimants, and the presiding judge, Justice Turaki Mohammed, granted the request.

The defendants’ counsels also drew the court’s attention to their preliminary objection on the issue of jurisdiction.

Claimants’ counsel, Amegua Lezina, confirmed receipt of the motion and promptly served their response on points of law.

After hearing from the counsels, Justice Mohammed adjourned the case to October 13, 2025.

The adjournment automatically removed the proceedings from the vacation court schedule.
