The 16th Emir of Kano, His Royal Highness, Khalifa Muhammadu Sanusi II, has approved the appointment of Alhaji Mannir Sanusi, the District Head of Bichi, as the new Galadiman Kano.

This comes following the recent death of Alhaji Abbas Sanusi, the former Galadiman Kano, which created a vacancy in the prestigious traditional title.

Alhaji Mannir Sanusi confirmed the appointment during an interview with a Kadaura24 correspondent on Tuesday. He explained that the Emir reached the decision after wide consultations with key stakeholders within the Kano Emirate Council.

In the same vein, Emir Sanusi II also approved additional appointments to key traditional positions, including the elevation of the Turakin Kano to Wamban Kano, and the appointment of Adam Sanusi as the new Tafidan Kano.

These developments mark a significant reorganization within the traditional leadership structure of the Kano Emirate.

The Nigerian Communications Commission, NCC, on Tuesday held a stakeholder engagement forum to address the growing concerns surrounding unclaimed and unutilized subscriber recharges.

This development signals a major regulatory step toward protecting telecom consumers while ensuring operational clarity for service providers.

The Executive Vice Chairman/CEO of the Commission, Dr Aminu Maida, who was represented by the Executive Commissioner for Stakeholder Management, Rimini Makama in his address, emphasized the importance of finding a balanced approach to consumer rights and industry sustainability.

“As the telecommunications industry continues to evolve, we must also address emerging issues, including the fate of prepaid balances on inactive lines,” Dr. Maida stated.

He further added that “this engagement is crucial in shaping policies that prioritize consumer protection while maintaining a vibrant and competitive market.”

The forum focused on a Draft Guidance framework that outlines procedures for managing unutilized airtime on churned lines—those disconnected after 12 months of inactivity.

Under the proposed regulations, affected subscribers would have a 12-month grace period to reclaim their unused credits, provided they can verify ownership.

In her opening remarks, Mrs Chizua Whyte, Head of Legal and Regulatory Services at the NCC, highlighted the Commission’s legal mandate and the significance of the new guidance in fostering transparency and accountability in the telecoms sector.

“This draft seeks to ensure that subscribers maintain rightful access to their purchased credits while operators gain clarity in their responsibilities.

“It prohibits monetization of unclaimed airtime and instead mandates service-based redemptions such as data or voice bundles” she stated.

The Commission further outlined critical provisions in the Draft Guidance which include that operators must notify subscribers about airtime forfeiture policies, consumer education campaigns will be mandatory to ensure widespread awareness.

Others are that operators are required to audit churned accounts and report unclaimed balances, a 90-day compliance window is established, with penalties for violations, and that the Commission will complete audit reviews within 10 days.

A synopsis of the forum revealed an emphasis on aligning with global best practices, noting that jurisdictions like the U.S., EU, and India favor transparency and service alternatives over cash refunds due to airtime’s classification as a consumable service under Central Bank of Nigeria regulations.

Participants at the forum included Mobile Network Operators, MNOs, consumer advocacy groups, legal experts, and other industry stakeholders, all of whom were encouraged to provide feedback on the proposed regulations.

The NCC reaffirmed its commitment to a fair, transparent, and consumer-centric telecommunications landscape, underscoring that today’s forum is part of broader efforts to improve billing clarity, strengthen consumer trust, and ensure regulatory certainty.

The final guidance is expected to be refined based on stakeholder input and formally adopted in the coming months.

The synopsis read out during the section includes, “Unused prepaid credit is forfeited after prolonged inactivity (‘use it or lose it”). Airtime is non-refundable and not equivalent to cash.

The Governor of Kebbi State, Dr. Nasir Idris, has condemned the abduction of a 400-level student of the Federal University Birnin Kebbi (FUBK), Augustine Madubiya, by unidentified gunmen in the early hours of Tuesday.

During the incident, which occurred at Istijaba Villa, an off-campus hostel in Unguwar Jeji, Kalgo Local Government Area, a local resident, Malam Siddi Hussaini, was fatally shot while reportedly attempting to rescue the victim.

In a statement signed by the Director of Security, Cabinet Office, Abdulrahman Zagga, the state government disclosed that it has taken immediate and proactive measures to secure the safe release of the abducted student.

Governor Idris has directed the Police and the Department of State Services (DSS) to intensify efforts and work in close coordination with the university’s management to ensure a swift and safe return of the student.

The governor also extended his condolences to the Unguwar Jeji community and the family of the deceased, as well as the FUBK community.

He further reassured students, parents, and academic institutions across the state of his administration’s firm commitment to strengthening campus and student safety.

The state government emphasized that the incident took place outside the university’s premises, at a privately-owned residence.

Borno State Governor, Prof. Babagana Umara Zulum, has raised serious concerns over the recent resurgence of Boko Haram attacks targeting key military formations across the state, warning that Borno may slip back into chaos if urgent measures are not taken.

Speaking during an expanded Security Council Meeting held on Tuesday at the Government House in Maiduguri, Governor Zulum said multiple military outposts, particularly in Wulgo, Sabongari, and Wajirko, have been dislodged by the insurgents—an indication that ground is being lost in the ongoing fight against terrorism.

“Peace had gradually returned to Borno in the last three years, but the recent spike in attacks shows we are now facing a new wave of threats,” the governor stated.

Zulum emphasized the need for immediate deployment of fighter helicopters and newly procured surveillance drones to support military operations in the vulnerable areas. He said the meeting was convened to hear candid reports from security agencies and traditional rulers, urging them to speak the truth about the evolving security challenges.

“While we commend the efforts of the Nigerian military, the police, DSS, and paramilitary agencies in maintaining law and order, we must not shy away from telling ourselves the hard truth. Without decisive action, all the gains we have made so far may become a mirage,” he warned.

The governor, who also serves as the Chairman of the Northeast Governors Forum, lamented what he described as a lack of federal focus on the northeastern region. He called on the Federal Government to prioritize security in Borno and other northeastern states, given their strategic importance in the fight against insurgency.

“It seems the Nigerian Army and the Federal Ministry of Defence are not giving the Northeast the attention it deserves. Borno shares borders with Chad, Niger, and Cameroon, making it a critical frontline in the Sahel region. The porous borders are allowing foreign insurgents to infiltrate our communities,” he said.

Zulum stressed that failure to address these security lapses could see Borno descend once again into widespread violence. He expressed confidence that President Bola Ahmed Tinubu would not allow the state to deteriorate further and urged stronger collaboration between the state and military authorities.

The governor also called on the Nigerian Army to go beyond mounting checkpoints and guarding towns. He encouraged a more offensive strategy to deny insurgents the space to regroup, re-arm, and launch fresh attacks.

“They must not be given breathing space. The military must take the battle to them,” he said.

Governor Zulum concluded by noting that the state government’s resettlement efforts for displaced persons are ongoing, but warned that such initiatives will not succeed without sustained and effective security on the ground.

Abia State government says Principals and Heads of public schools in the State who still collect school fees and levies from pupils, may lose their jobs for flaunting the State’s free education policy in Primary and Junior secondary classes.

The Commissioner for information, Okey Kanu who disclosed this in Umuahia on Monday while briefing Journalists on the outcome of this week’s executive council meeting presided over by Governor Alex Otti, said that such school heads would face full wrath of the law.

He said the Principals and school heads have been recieving imprest to run their schools and had no justification to indulge in corrupt and dishonest acts of illegal fees collection.

“By this warning all offenders henceforth, would be made to face the full wrath of the law including possibly losing their jobs”, Kanu said.

He also announced that the State’s Executive Council approved the recruitment of technical and vocational subjects where the State is suffering acute shortage of teachers.

According to him, the fresh recruitment followed the recent conclusion of the interview for 5,000 teachers by the Ministry of Basic and Secondary education.

The Commissioner informed that that the State Executive Council has equally approved the construction of a General Hospital in Ukwa East LGA to boost secondary health.

Also speaking to the press, Commissioner for Basic and Secondary education, Goodluck Ubochi clarified that the State government’s free and compulsory education policy applies only to primary and junior secondary levels, explaining that SS1 to SS3 students are to be paying a reduced tuition fee of N3,300 only.
