OSP summons Paul Adom‑Otchere over controversial airport revenue audit deal

The Office of the Special Prosecutor (OSP) has formally summoned broadcaster‑turned‑administrator Paul Adom‑Otchere, the former Board Chairman of the Ghana Airports Company Limited (GACL), to answer questions over his alleged role in a controversial revenue assurance audit deal with a private firm.

A letter, dated 25 July 2025, names Mr Adom‑Otchere as a suspect in an ongoing probe into suspected corruption and related offences. The allegations focus on a contract awarded by GACL to Strategic Mobilisation Ghana Limited—a firm reportedly linked to allegations of impropriety.

The directive calls on Mr Adom‑Otchere to report to the OSP’s offices in South Ridge at 3:00 p.m. on Thursday, 31 July 2025. Although his legal team requested a postponement to Monday, 4 August, due to court commitments in Kumasi, the request was declined by the OSP, which insisted on the original date. The OSP warned that failure to appear could lead to legal consequences, including enforced attendance.

Speaking on Metro TV, Mr Adom‑Otchere strongly rejected any personal wrongdoing. “I see this as a witch‑hunt. I had no direct involvement in the signing of the contract under investigation,” he said. He stressed that the agreement was processed by the GACL Management under then‑Managing Director Yvonne Opare, not the Board.

He added, “They [EvaTex] were told … the Ghana Airports Company cannot pay you any money at all to do this work. You have to find your own money to audit.” The Board, he said, only approved the principle of exploring non‑aeronautical revenue options and reduced an initial proposal of 20 percent compensation to 16 percent after negotiation.

Mr Adom‑Otchere further questioned the OSP’s timing and motives: “Everybody is telling me that Kissi [Agyebeng] wants to arrest you and keep you there for the weekend to teach you a lesson… Well, that’s up to him,” suggesting that pressure was being exerted to intimidate him. He accused the OSP of orchestrating media leaks to tarnish his reputation: “They sent us the letter and quickly leaked it to the media… to create the impression that you have done something wrong.”

Despite his objections, Mr Adom‑Otchere confirmed he will honour the summons and appear with legal counsel. “We are going there with my lawyer, and then we’ll be there to answer the questions. I’ll let you know what happens,” he said.

As of now, the OSP has not disclosed additional details regarding the scope of the investigation into revenue assurance audit agreements at GACL. No charges have been filed yet, but the summons signals a serious escalation. The aviation sector and public procurement watchers are closely monitoring the case.
