INEC Workers Allegedly Evade Service of Contempt Suit on Yakubu Mahmood

Workers of the Independent National Electoral Commission (INEC) were reportedly said to have refused to accept service of Form 48 on behalf of their Chairman, Prof. Mahmood Yakubu.

The National Publicity Secretary of National Rescue Movement (NRM), Anselem Nebeife, made the allegation in a statement yesterday in Abuja.

It would be recalled that Justice Obiora Egwuatu of the Federal High Court in Abuja, had on Tuesday, granted an application filed by NRM to serve a contempt charge on Yakubu by substituted means through any of the commission’s staff.

The judge’s order was sequel to an ex parte application argued by counsel to the NRM, Oladimeji Ekengba.

Nebeife in the statement however alleged that when the court bailiff, Mr. Ayuba Sule, went to INEC’s headquarters to effect the service of Form 48 on the chairman as ordered by the court, Prof. Yakubu could not be accessed and non of the staff was ready to receive the documents.

“Mr. Ayuba first got to the INEC Chairman’s office, but his staff requested him to identify himself.

“Ayuba obliged them his official identity card, and after reading the content of the document he handed over to them, quietly gave it back to him and told him to visit the Legal Department,” the statement read in part.

Continuing, it noted that on getting to the Legal Department, another drama ensued involving Ayuba and another INEC staff.

“Upon handing over the document to the staff, the said staff stealthily scanned through and speedily returned it and said, ‘can’t you see that this is Form 48, please, I love my job ooo.”

The National Publicity Secretary explained that the bailiff who was angry at this stage dropped the Court Order and the accompanying Form 48 in front of the Legal Department and left the commission.

Justice Egwuatu, while delivering the ruling, had directed that the Form 48, which is a notice of the consequence of disobedience of a court order, be served on Mahmood by handling same to any staff of the commission at its national headquarters and fixed July 15 for mention.

The NRM filed the application over allegations that INEC had refused to comply with the court judgement by recognising Chief Edozie Njoku as its national chairman.

    The Federal Inland Revenue Service (FIRS) has announced plans to officially unveil the Nigeria Tax Reform Acts on Monday, November 10, during a high-level Strategic Stakeholder Engagement Session at the Congress Hall, Transcorp Hilton Hotel, Abuja.

    Themed “Impact of the New Tax Laws,” the event represents a major step in Nigeria’s ongoing fiscal reform efforts and reaffirms the government’s commitment to creating a simpler, fairer, and more efficient tax system that enhances compliance, encourages investment, and supports sustainable economic growth.

    The engagement will bring together senior government officials, policy experts, development partners, and private sector representatives to deliberate on the implementation strategies and wider implications of the newly enacted tax laws.

    According to the FIRS, the session will feature keynote and technical presentations from leading experts, including Taiwo Oyedele, Chairman, Presidential Committee on Fiscal Policy and Tax Reforms; Ifueko Omoigui-Okauru, CEO, Compliance Professionals and former Executive Chairman, FIRS; Matthew Gbonjubola, Coordinating Director, FIRS; and Tayo Koleoso, Chief of Staff, FIRS.

    In addition, a high-level panel discussion will be led by senior FIRS management members Amina Ado, Kabir Abba, and Matthew Gbonjubola, alongside Michael Ango, Executive Chairman of the FCT-IRS, and Olumide Esan, Partner at Deloitte.

    Speaking ahead of the event, the Director of Taxpayer Services, Dr. Lovette Ononuga, said the engagement is designed to “strengthen public understanding of the reforms and promote collaboration among stakeholders to ensure effective implementation of the new laws.”

    While physical attendance will be strictly by invitation, the FIRS confirmed that the session will be streamed live via YouTube and Zoom, with virtual participation links to be shared two days before the event through its official communication channels.

    The Federal Government has inaugurated a Ministerial Project Approval Board (MPAB), even as it moved for the advancement of a digital transformation partnership with the Equipment Leasing Registration Authority (ELRA).

    The Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun, who inaugurated the Board in his office in Abuja, Wednesday, also presided over its first review session, considering a public-private partnership proposal from the ELRA to modernise Nigeria’s leasing industry. 

    The Director, Information and Public Relations, Mohammed Manga, disclosed that the initiative aims to digitise regulatory processes, strengthen market transparency, and expand access to equipment finance for Nigerian businesses, particularly Small and Medium Enterprises (SMEs) which rely on leasing to acquire machinery, vehicles, and technology critical for growth. 

    Edun commended the project’s clarity and stressed that the Board will uphold rigorous standards of due process, value for money and accountability across all public-private partnerships (PPPs). 

    “This administration is committed to partnerships that leverage private capital and innovation to deliver real economic value. Our focus is on reforms that stimulate investment, productivity, and job creation,” he said. 

    Edun noted that the Board will serve as a key mechanism to fast-track responsible private-sector investment under the ministry, ensuring PPPs are structured to protect public interest while enabling sustainable economic development.

    Speaking earlier, the ELRA Registrar and CEO, Mr. Donald Wokoma, presented the transformation plan, which includes digital platforms, industry development initiatives, and capacity-building programmes designed to deepen participation in the leasing sector and support enterprise-led growth. 

    Private-sector partners reaffirmed their commitment to deploying technology and finance solutions that broaden business access to leasing and strengthen the operating environment.

    “The inauguration of the Ministerial Project Approval Board and the advancement of the ELRA digital transformation partnership mark significant milestones in Nigeria’s economic development. 

    “The Federal Government remains committed to fostering partnerships that drive economic growth, investment, and job creation, and looks forward to working with private sector partners to achieve these goals,” Manga said in a statement.
