The Kano State panel investigating the alleged sale and destruction of the Nigerian Meat and Allied Products (NIMAP) abattoir has revealed shocking findings.

Committee chairman, Muhuyi Magaji Rimingado revealed this to newsmen on Tuesday in Kano.

Governor Abba Kabir Yusuf had set up the 11-member panel last week to look into the alleged illegal disposal of the multi-billion-naira project, which was established over 35 years.

Investigations would look into alleged mishandling of the abbatoir under Governor Abdullahi Umar Ganduje administration.

Speaking to reporters at the site, Muhuyi said the committee was tasked with finding out how the facility’s buildings and machines disappeared.

“We have gone round and found only the remains of what used to be an executive project. This place was designed to process meat and blood for fish farming, to boost hygiene and economic activities in Kano. Unfortunately, what we see today is monumental destruction of unimaginable magnitude,” he said.

According to him, some of the machines, imported from abroad and valued at more than N20 billion, were either vandalized or unlawfully sold. Parts of the abattoir’s land, he added, were carved out and allegedly auctioned or given away to individuals.

“Our investigation focuses on two key issues: who destroyed the structures and where the equipment has gone.”

According to him, some buyers have been traced and efforts are ongoing to recover what can be recovered.

He noted that the abattoir was originally established to promote halal meat production for both local use and export, positioning Kano as a hub for investors, particularly from Arab nations.

Muhuyi assured that the probe would be carried out thoroughly, without fear or favor,” and that clear recommendations would be submitted to the government.

The committee’s final report is expected to name those responsible for the damage and give guidance on recovering and safeguarding state-owned assets in the future.

The Jigawa State governor, Malam Umar Namadi, has summoned the state Commissioner for Works, the Due Process office, and the contractor handling the Shuwarin–Wurma–Abaya–Chamo–Isari road project.

The directive came after the governor made an unscheduled inspection of the project site on his way to Chamo town for the UNICEF handover of climate-resilient infrastructure to the Jigawa State Government on Monday.

The road project, awarded three years ago, remains incomplete despite the state government’s efforts to settle all contractors managing 26 inherited road projects across Jigawa.

According to him: “We will not accept this; this is unacceptable. Despite the state government’s release of billions of naira in variations due to rising material costs, the road remains unfinished with visible defects and poorly managed culverts.

“State Government is not owing the contractor a single kobo and, to my surprise, the road is yet to be completed. Tell the contractor handling the road project, the commissioner and due process to immediately report to my office,” the governor added, visibly angered.

He warned that his administration will not tolerate negligence or substandard work from any contractor handling state projects.

The Jigawa State government, during Governor Muhammad Badaru Abubakar’s administration in 2023, approved the 28.9km Shuwarin–Wurma–Chamo–Abaya–Isari road at a cost of over N6.6 billion.

The road, inherited by Governor Umar Namadi’s administration, has since been balanced with the contractor handling the project.

The Kano State government has placed an immediate ban on tree felling in the state as part of efforts to fight climate change and protect the environment.

Announcing the decision on Tuesday, the Commissioner for Environment and Climate Change, Dr. Dahiru Muhammad Hashim, said the ban also covers the use of chainsaws for logging and tree trimming.

He explained that anyone caught breaking the order could face heavy fines, jail time, and the confiscation of their equipment.

Under the new rule, anyone using a chainsaw without a government licence risks a ₦500,000 fine or imprisonment. In addition, those who cut down trees illegally will pay ₦250,000 for each tree felled and will be required to plant replacements.

Dr. Hashim stressed that the government is acting within the law to protect the environment and the livelihood of communities.

He cited provisions of the 1999 Constitution, the NESREA Act of 2007, and the National Environmental Regulations of 2014, which give the state power to regulate tree cutting and charcoal production.

To properly monitor activities, the commissioner said the state will introduce a Chainsaw Usage Permit Framework (CUPF). This means all commercial loggers and chainsaw operators must register with the government. Permits will only be issued after inspection and approval.

He added that registered operators will also have to plant two or three new trees for every one they cut. Money collected from permits will go into reforestation and climate resilience projects across the state.

The Nigeria Hotel Association, NHA, has opposed the alleged attempt by the National Institute for Hospitality and Tourism, NIHOTOUR, to introduce a new registration process for hotels, insisting that the agency has no constitutional mandate to register hotels in the country.

Speaking at a press conference in Bauchi on Tuesday, the National President of NHA, Dr. Patrick Anyanwu, stated that “by law, hotel registration is under the responsibility of the Nigeria Tourism Development Authority (NTDA), not NIHOTOUR.”

Anyanwu commended the Minister of Art, Culture and Creative Economy, Hannatu Musa Musawa, for halting the planned registration.

Describing the suspension as “a huge relief and a step toward resolving the confusion and pressure this matter has created for hotel owners across the nation,” he noted that the move was widely welcomed by stakeholders.

The NHA President also recognised the support of the Federation of Tourism Associations of Nigeria, FTAN, led by Alhaji Badaki Aliyu, explaining that the umbrella body was instrumental in reaching out to the minister on the contentious issue.

He reiterated that while the association supports training and certification programmes, such initiatives must be carried out with transparency and after proper consultation with relevant stakeholders.

Anyanwu further lamented the burden of multiple taxation faced by hotel operators, urging the government to act swiftly.

“Up till today, our members are suffering from multiple taxation. The government should address it. My members are bitterly complaining,” he declared.

He also commended the chairman of the Senate Committee on Tourism for promising legislative backing to safeguard hoteliers’ rights and ensure a more supportive operating environment for the hospitality industry.

DAILY POST recalls that the Command had reportedly summoned El-Rufai, alongside six senior members of the African Democratic Congress, ADC, over alleged conspiracy, incitement, mischief, and disturbance of public peace in the state.

The rights group, however, said that instead of honouring the invitation, El-Rufai chose to submit a petition against the state’s Commissioner of Police, Muhammad Rabiu, accusing him of “unprofessional conduct, abuse of office, and serial violations.”

In a statement signed by its spokesperson, Abraham Tar, HRAN expressed dismay over what it described as El-Rufai’s disregard for constituted authority, stressing that such conduct was unbecoming of a former governor and respected public figure.

“We are saddened that instead of honouring the invitation, he decided to petition the Police Service Commission, an act that undermines the principles of accountability and respect for the law,” the group said.

The group recalled that several former governors in Nigeria, including Yahaya Bello of Kogi State, Attahiru Bafarawa of Sokoto State, and Ayodele Fayose of Ekiti State, had previously honoured police invitations without hesitation.

“Since others before him have submitted themselves to investigation when invited, there is no reason why El-Rufai should act differently,” HRAN added.

The rights group further urged political leaders across the country to set positive examples for citizens by demonstrating respect for democratic institutions and processes.

Operatives of Operation Clean and Healthy Anambra, also known as OCHA Brigade, a paramilitary agency in Anambra State, have allegedly shot dead a pregnant woman and three others.

Sources said the shooting may have resulted from an accidental discharge by an operative attached to the agency while enforcing a ban on street trading in Onitsha.

The incident reportedly occurred on Tuesday morning near the popular Onitsha Main Market, at Emeka Offor Plaza along New Market Road.

While the pregnant woman is said to have died instantly, the status of the other four victims involved was initially unclear, with some witnesses saying they had been rushed to hospital for treatment.

Eyewitnesses said the incident sparked panic and outrage among traders and residents, who fled the scene for safety.

One source said: “This is heartbreaking. Four innocent people who left their homes this morning have been cut down in cold blood. Among them is a pregnant woman.”

It was gathered that the shooting occurred during enforcement of the ban on roadside trading, a routine activity carried out by the agency in markets across the state.

Police authorities in Anambra confirmed the incident but insisted that only one woman died, while four others were wounded and taken to hospital for treatment.

State police command spokesperson, SP Tochukwu Ikenga, told DAILY POST: “Yes, the incident happened, and once we heard of it, the police commissioner, CP Ikioye Orutugu, promptly despatched operatives led by the Assistant Police Commissioner in charge of operations to restore calm in the area.

“As I speak to you, calm has been restored in the market, while one woman was confirmed dead. Four other persons involved in the incident have been taken to hospital.”

On the cause of the shooting, Ikenga said it began as an altercation between traders and operatives during an enforcement exercise, and later escalated into sporadic gunfire.
