The Federal Capital Territory Administration, FCTA, has said that appropriate sanctions will be meted out to FCT Health Insurance Scheme, FHIS, Health Maintenance Organisation (HMOs), failing to promptly remit payments to Healthcare providers.
The FHIS is a social Health Insurance Programme, offering financial protection through access to quality, affordable and equitable healthcare to all FCT residents.
Free enrolment is open to staff of the FCTA and Area Councils as well as vulnerable persons, including pregnant women, while other members of the public can enroll upon payment of N22,500 as premium per annum.
In a bid to improve the quality of healthcare services provided to the FHIS enrollees, about N4 billion, being outstanding/backlog payments for capitation and fee for service for years 2022 to 2024, was approved by the FCT Minister, Nyesom Wike, and paid between last year and this year.
However, a statement on Tuesday, by the Senior Special Assistant to the FCT Minister on Public Communications and Social Media, Lere Olayinka, said the Benefit Package of the FHIS includes the Basic Minimum Package of Health Care services (BMPHS) ranging from promotive, preventive, curative and some rehabilitative care services.
”The services include primary preventive care, screening, primary emergency services, and secondary level care such as dental, mental, eye, ear, nose and throat care, physiotherapy, surgeries, laboratory investigations, radiological investigations such as ultrasound scans and x-rays.
”However, complaints have been received from some Healthcare providers concerning non-remittance of their payments by some HMOs, under the excuse that bank details of the hospitals were not available, an excuse not acceptable to the government.
”Therefore, compliance of the HMOs to the prompt remittance of payments to Healthcare providers, as well as commitment of the Healthcare providers to the discharge of their duties to the FHIS enrollees will be monitored with a view to sanctioning defaulters appropriately.
”On implementation of the FHIS in the last one year, there have been payment of all outstanding capitations and fee for service backdated to year 2022 by the end of 2024, improved timeliness in the payment of capitation to HMOs, review and increment of the capitation to Healthcare providers for improved service delivery to enrollees, free enrolment of vulnerable persons especially pregnant women and under-five, poor and indigents, who have started enjoying healthcare services, and accreditation visits to 100 Primary Health Care (PHC) facilities to expand the number of PHC facilities in FCT and improve access to healthcare services in the communities.
”Also, all pregnant women who enrolled through the Basic Health Care Provision Fund (BHCPF) Primary Health Care (PHC) Centres across the six Area Councils in the FCT will continue to enjoy free health education, medical consultation and treatment, routine antenatal drugs, laboratory investigations and delivery.
”Referral for secondary care including caesarean section, blood transfusion, and treatment of other obstetric complications such as eclampsia, at all the 14 General Hospitals in the FCT is also provided at no cost to the patient through the BHCPF.”

Vice-President Kashim Shettima has said instead of governing Nigeria from a distance, the government of President Bola Tinubu is walking hand in hand with the people through critical national reforms.
He reaffirmed the commitment of the administration to inclusive governance and responsive policymaking rooted in wide-ranging public engagement and empathy.
Shettima, who disclosed this on Tuesday in Abuja at a two-day interactive session on Government-Citizens Engagement, organised by the Sir Ahmadu Bello Memorial Foundation, said the Nigerian leader has demonstrated time and again that his administration is “neither crafting policy in solitude nor assuming that technocracy alone delivers results”.
Represented by the Deputy Chief of Staff to the President (Office of the Vice-President), Senator Ibrahim Hadejia, the vice-president declared that the Tinubu administration is convening conversations and institutionalising listening.
“It is always a privilege to gather under the luminous legacy of Sir Ahmadu Bello. His memory reminds us that leadership is not simply about occupying office, but about shouldering the burden of service. What we nurture today is not just a government of the people but a government with the people,” he said.
He further noted that every step of the way, President Tinubu showed concern for the people and emphasising the point that “governance is not a theatre of perfection but a process of correction and a government that listens is a government that learns. And a government that learns is a government that leads”.
Shettima highlighted several reforms of the administration where public input significantly shaped final outcomes, including tax policy, education access, and economic relief measures following the removal of fuel subsidies.
On the student loan law, which was initially passed as the Access to Higher Education Act, the vice-president said in response, the administration repealed and reenacted the law, “removing income ceilings and guarantor barriers that had become symbolic walls between ambition and opportunity”.
Shettima reiterated government’s belief that “no student should be disqualified for being born on the wrong side of poverty”.
On tax reforms, the vice-president said the administration established a Presidential Tax and Fiscal Reform Committee, which engaged stakeholders from across the country to address grey areas in the reforms.
“When objections arose from governors and citizens alike, the president did not dismiss them. He welcomed their candour and ensured tax bills passed through public hearings. Even unpopular taxes inherited from past regimes, like the 10% single-use plastic levy and telecom tax, were suspended after critical review,” he stated.
Shettima also spoke about the contentious issue of fuel subsidy removal, saying the Tinubu-led government acknowledged the hardship faced by ordinary Nigerians and accompanied the policy with strategic responses.
“We met with labour unions not with threats, but with empathy. We offered palliative packages, increased wages, waived diesel taxes, and introduced alternatives like CNG buses to cushion transport costs. We were not merely reacting. We were responding,” he said.
The vice-president said the reforms in other sectors of the economy followed the same pattern of engaging with the people and making necessary adjustments to the original propositions where necessary.
He applauded the Sir Ahmadu Bello Memorial Foundation for sustaining the legacy of the late Premier of Northern Nigeria, describing it as “a torch of civic dialogue that must never be extinguished”.

Speaker of the House of Representatives, Tajudeen Abbas, has called on Nigerian youths to rise beyond rhetoric and take deliberate action to shape the country’s political future.
Abbas, who spoke during the launch of the Take Action Campaign (TAC) with the theme, ‘Awakening a Generation: Youthful Leadership for a New Nigeria’, in Abuja on Tuesday, urged young people to view themselves not merely as the leaders of tomorrow, but as the key drivers of Nigeria’s present transformation.
“The youth are not just the future, they are the present. They must begin to reflect their numbers in the governance of this nation,” Speaker, who was represented by the Chairman of the House Committee on Youth in Parliament, Olamijuwonlo Alao-Akala, said.
The Take Action Campaign, spearheaded by the Youth in Parliament Forum (YIPF), is a nationwide initiative aimed at empowering young Nigerians to take up leadership roles in politics and public service.
Abbas lamented that despite youth comprising over 60 percent of Nigeria’s population, their influence in decision-making and governance remains minimal. He stressed the need for young people to be more deliberate about entering public service, engaging with laws, and actively shaping policies that affect their lives.
“If we cannot articulate the change we want or push for it through structured engagement, then what are we doing?” he asked.
Highlighting the significance of legislative reforms such as the Not Too Young to Run Act, the Speaker noted that the National Assembly had already begun opening the space for youth participation. He cited the example of a lawmaker, Ibrahim Mohammed from Kebbi State, who was elected into the House at just 26 years old, as a clear sign of what is possible when the system becomes more inclusive.
He also lent his support to legislative efforts to improve gender inclusiveness, referencing a bill currently before the House that seeks to reserve seats for women in the National Assembly.
Abbas called on young Nigerians to examine the proposal and lend their voices constructively, noting the transformative impact such representation could have on national development.
“Imagine if over 100 seats were reserved for women and more than 70 of those seats were occupied by women under 35. That would change the national conversation entirely,” he said.
In addressing the growing trend of young Nigerians seeking opportunities abroad, a phenomenon known as “japa”, the Speaker urged the youth to rethink the idea of escape as a permanent solution. “Even with a blue passport abroad, you’re still a second-class citizen. No one can ever take your Nigerian identity from you. This is your land, your mission, your birthright,” he said.
He appealed to Nigeria’s young population, “Don’t just sit behind your devices criticizing. Get involved. Monitor policies. Ask hard questions. Make noise where it matters. We have no other country but this one. So let us rise and take action.”
The Director General of the Youth in Parliament Forum (YIPF), Tony Nwulu, underscored the urgency of youth participation in governance.
He said the unveiling of the Take Action Campaign, a youth-driven movement, had a singular mission to transform Nigeria’s political landscape by empowering young Nigerians to run for office and take charge of their future.
Nwulu, who was elected to the House of Representatives as a youth in Lagos, outlined the four-pronged approach of the campaign which are mobilizing, mentoring, and supporting young aspirants at all levels of governance; building structures in all 36 states and the FCT to prepare youth for political participation; launching voter engagement strategies to activate and educate youth voting blocs; and facilitating the election of young legislators into state and national assemblies by 2027.
He described TAC as more than a campaign, calling it a national awakening, a call to action, to participation, and to leadership.
Nwulu decried the persistent under-representation of youth in governance, despite constituting over 60 percent of the nation’s population.
According to him, TAC is YIPF’s strategic response to this imbalance, a grassroots-powered initiative designed to shift young Nigerians from the political sidelines to the decision-making table.
“Today’s unveiling marks the beginning of a journey that will see the rise of a new political consciousness, one led by young Nigerians who are ready to legislate, innovate, and govern,” Nwulu said.
Kogi State Governor, Ahmed Ododo, praised the Take Action Campaign, which he described as the logical progression from the Not Too Young to Run movement.
Represented by the State’s Director General of Research and Development, Moses Okezie-Okafor, he described himself as a product of that political opportunity, having served in the state’s executive council across two administrations.
“Some youths decided to take action and the political space opened up. This campaign is the action phase. This is not just about talk, it’s time to lead,” he said.
He cited Kogi’s unique gender inclusion model, where all local government deputy chairpersons are women. In some cases, both chairperson and deputy are women.
“The Secretary to the State Government and the Accountant General are also women,” he noted. “The goal is to create a deliberate, balanced political structure that allows women and young people to thrive.”
He commended President Bola Tinubu for his commitment to youth inclusion and immediate recognition of youth achievements, such as the recent honor accorded the Falconets.
“Let everyone give the youth the opportunity, immediately, now, and in the present,” he urged.
Governor Hope Uzodinma of Imo State, represented by Commissioner for Special Duties, Dr. Chika Abazu, aligned the state with the objectives of the Take Action Campaign, saying it reflects the reality already being shaped in Imo.
“This campaign couldn’t have come at a better time. In Imo, youth are not only appointed,they are empowered. Over 40 percent of the state cabinet is youth. I myself benefited from the Not Too Young to Run movement and now serve as commissioner,” he said, urging young Nigerians not to merely aspire but to perform and to see their roles as part of a larger developmental value chain.
He also emphasized the role of youth in shaping a new Nigeria through innovation, energy, and entrepreneurial spirit.
He added, “We have a whole brand-new country to build. This campaign only becomes meaningful when those who enter leadership through it leave the door open behind them.”

A 36-year-old businessman, Eze Shedrach was on Tuesday, arraigned before a Life Camp Magistrates’ Court in Abuja, for allegedly swindling his customer of N2.1 million.
The police charged Shedrach of the address, opposite Mountain of Fire Church, Mpape, Abuja, with criminal breach of trust and cheating.
The News Agency of Nigeria reports that the defendant, however, pleaded not guilty to the charge preferred against him by the police.
The Prosecutor, Mrs Charity Nwachukwu, told the court that sometime in July, the complainant, Mr Ikechukwu Obihara of Apo, Abuja, reported the case at Gwarimpa Police Station.
Nwachukwu told the court that the complainant entrusted the defendant with the sum of N5 million for the purchase of iron rods.
According to Nwachukwu the complainant told the defendant to buy the iron rods and they agreed to keep the iron rods in Shedarch’s shop pending when the buyer would need them.
She said that the defendant collected the iron rods and kept them in his shop until sometime in January 2025 when Obihara called and instructed Shadrach to resell off the iron rods to enable him to meet his other personal needs.
She said that the defendant sold the iron rods and only remitted N2.9 million to the buyer and dishonesty refused to remit the remaining balance of N2.1 million.
The prosecutor said the defendant closed down his shop and converted the money to his personal use and absconded but was later tracked and arrested while in hiding.
He said that all efforts made to recover the said money proved abortive.
The prosecutor claimed that the offences contravened Sections 312 and 322 of the Penal Code.
The Magistrate, Ramilatu Halilu granted the defendant bail in the sum of N200,000 with two sureties in like sum.
Halilu ordered that the sureties must be working in a reputable organisation and must reside within the court’s jurisdiction.
She adjourned the case until Sept. 2 for hearing.

Transparency International, TI, and the Ijaw Publishers’ Forum, IPF, have urged President Bola Tinubu to initiate a comprehensive review of the activities of the Niger Delta Development Commission (NDDC).
The two groups, in separate statements, called for greater transparency and accountability in the management of funds and projects handled by the intervention agency.
TI, which has been monitoring NDDC’s programmes, said it had gathered information suggesting the need for closer scrutiny.
“The Niger Delta Development Commission is a critical agency, and there is a need to ensure that its operations and resources are fully aligned with its developmental mandate,” the organization stated.
Similarly, the IPF, in a statement signed by its spokesman, Comrade Ezekiel Kagbala, appealed to President Tinubu to order a detailed audit of the NDDC’s finances and programmes.
“We are urging the President to direct a thorough review of the commission’s activities so that Nigerians, especially Niger Delta communities, can see tangible results from the huge resources allocated to the NDDC over the years,” the forum said.
The group lamented that, despite years of funding, basic infrastructure remains lacking in many Niger Delta communities.
“Rural and riverine communities are still without electricity, potable water, good roads, bridges, and adequate health care facilities,” Kagbala noted.
The IPF also called on Niger Delta leaders to encourage the NDDC management to give an account of its stewardship.
“Programmes such as Project Hope, the NDDC Youth Internship Scheme, and the Niger Delta Chambers of Commerce, Industry, Trade, Mines, and Agriculture (NDCCITMA) need to be reviewed to ensure they are meeting their objectives,” the statement added.
Both groups stressed that improved oversight and accountability would help the NDDC fulfil its core mandate.
“Strengthening transparency is the only way the commission can truly deliver on its promise to improve the lives of Niger Delta people,” TI emphasized.

President Bola Tinubu has reassured that his government would ensure equitable development across all regions of the country, with no area left behind.
Tinubu stated this on Tuesday in Kaduna, at a two-day interactive session on government-citizens’ engagement organised by the Sir Ahmadu Bello Memorial Foundation.
Represented by the Secretary to the Government of the Federation, SGF, George Akume, the president stated that the ministers’ interactions with stakeholders at the event would unveil empirical facts and figures that the North was not neglected.
He highlighted key achievements under the Renewed Hope Agenda, speaking on several interventions of the present administration, including economic reforms, education, health, security, infrastructure, and food security.
Weighing in on economic reforms, Tinubu said his administration had implemented bold reforms to stabilize and grow the economy, including unifying the exchange rate and restructuring debt profiles.
Tinubu stressed that investments had been made in modernising security equipment and upskilling personnel, listing major projects to include the Lagos-Calabar Coastal Highway, the Sokoto-Badagry superhighway, ongoing rail projects (Kano-Maradi, Port Harcourt-Maiduguri), and housing initiatives.
The president also highlighted the Renewed Hope Agenda’s priorities to include reforming the economy for sustained growth, strengthening national security, boosting agriculture for food security, unlocking energy and natural resources, and enhancing infrastructure and transportation.
“The removal of fuel subsidy, though painful, has been a necessary reform that saved trillions of Naira.
“The Palliative Measures Plan and interventions through state governments, MSME support, and public transportation upgrades are mitigating the impacts,” he said.

The honourable member representing Ijebu East Constituency in the Ogun State House of Assembly, Owode Ifedolapo, has sympathized with the family of Musa Yahaya Kalamu, the farmer who lost his life to an elephant attack in the Itasin area of Ijebu East local government.
DAILY POST reports that the 49-year-old farmer, who others described as a logger falling trees within the elephant’s domain was killed on Monday.
In gory video that surfaced on Tuesday, his lifeless body was seen with his intestines all out.
Reacting to the incident, Ifedolapo, the member representing the local government described it as deeply unfortunate and shocking.
He prayed for strength and peace for the grieving family and offered his sincere sympathies, urging members of the community to remain calm, acknowledging the fear and anger that such tragic event can cause.
“While we understand the pain and confusion this incident has caused, we urge our people to remain calm. The government is being engaged to take swift and lasting action,” he said.
Meanwhile, he urged the state government, relevant wildlife and environmental agencies to take immediate steps to investigate the cause of the incident and implement preventive measures to forestall a recurrence.
Ifedolapo stressed that the community cannot live in fear of wildlife attacks and called for the urgent implementation of a conservation development plan to regulate human-wildlife boundaries, secure life and property safety, and maintain ecological balance.
“This tragedy highlights the urgent need for coordinated efforts between conservation agencies, local authorities, and the state government. Our communities should not live in fear of wildlife attacks. We must strike a balance between conservation and safety,” he added.
He reiterated his dedication to collaborating with all parties involved in order to guarantee the implementation of efficient remedies and prevent a recurrence, saying the matter would be discussed on the floor of the House as part of efforts to find a lasting solutions to the incident.
