The Minister of Federal Capital Territory, FCT, Minister, Nyesom Wike’s Special Adviser on Public Communication, Lere Olayinka, has said Governor Sim Fubara of Rivers State can’t decide who runs the affairs of local governments in the state.
Olayinka said the Nigerian Constitution and the Supreme Court judgment on local government autonomy states that only democratically elected Chairmen and councillors can run local governments and not state governors.
He was reacting to Fubara’s directive that all the chairmen of the 23 Local Government Areas of the State should hand over to the Heads of Local Government administration immediately.
Fubara gave the order in a bid to enforce the Supreme Court judgment that sacked all local government chairmen in the state.
On Friday, the Supreme Court, in its judgement, delivered by Justice Jamilu Tukur, had declared as invalid the election conducted on the 5th October 2024 through which, 23 Chairmen emerged as winners with 319 councillors.
But, in a state-wide broadcast on Sunday, Fubara said the heads of Local Government administration will take charge and conduct affairs of the councils pending the conduct of fresh elections by the Rivers State Independent Electoral Commission.
Fubara said: “I have had a meeting with my team of lawyers and they have assured me that the certified true copy of the judgements may be available to them by Friday 7th March, 2025.
“I assure you that upon the receipt of certified judgements, we shall study their ramifications and implement them without reservations to move the State forward.
“Furthermore, given the outlawing of Caretaker arrangements in the Local Government system, I hereby direct the Heads of Personnel Management to immediately take over the administration of the 23 Local Government Councils pending the conduct of fresh elections by the Rivers State Independent Electoral Commission.
“I further direct the outgoing Local Government Chairmen to formally hand over the levers of power to the Heads of Personnel Management by Monday, 3rd March 2025.”
Fubara assured that the Supreme Court judgment would be obeyed.
Governor Fubara stated that since inception his administration has conducted the affairs of government within the framework of the constitution, due process and the rule of law.
Reacting, Olayinka said the constitution allows the Rivers State House of Assembly to extend the tenure of the democratically elected local government chairmen and councillors.
In a chat with DAILY POST, Olayinka said: “Governors can no longer direct or order who should run Local governments and who should not.
“It is a clear provision of the Constitution of Nigeria and the Supreme Court judgment on LG autonomy that ONLY DEMOCRATICALLY ELECTED Chairmen and Councillors SHALL run Local Govts.
“It is, therefore, the duty of the Rivers State House of Assembly to extend the tenure of the democratically elected Local Government Chairmen and Councilors whose tenure expired.
“They are the only ones with constitutional rights to run the Local Councils, not anyone directed by the governor.
“Section 135(3) of the 1999 Constitution even empowers the National Assembly to extend the tenure of the President in the event of inability to hold elections.”

The All Progressives Congress, APC, has announced the suspension of Alhaji Kabir Sani-Giant, Special Adviser to Governor Nasir Idris on Power and Politics.
A statement issued on Sunday by the party’s Kebbi State Secretary, Alhaji Sa’idu Muhammad-Kimba said the suspension takes immediate effect.
He revealed that on February 8, 2025, the governor’s aide brought a snake to Government House to intimidate dignitaries, officials and statesmen.
Muhammad-Kimba noted that the conduct could embarrass and discredit APC, adding that Sani-Giant’s actions violated APC’s constitution.
According to him, the party deemed his behaviour offensive and embarrassing.
“His suspension remains in place pending further investigation and possible disciplinary action, which could lead to expulsion if repeated,” Muhammad-Kimba said.

Former President Olusegun Obasanjo hosted his ex-Vice President, Atiku Abubakar, and some dignitaries to a dinner.
The dinner took place at The Delborough Hotel in Victoria Island, Lagos on Sunday.
Dignitaries at the dinner included former President Goodluck Jonathan, former Senate President, Bukola Saraki, former President of Sierra Leone, Ernest Koroma and Ooni of Ife.
Disclosing this via X, Atiku wrote: “I joined others at the dinner hosted by my former boss, former President Olusegun Obasanjo, at The Delborough Hotel, Victoria Island, in Lagos. -AA”
Atiku recently visited Obasanjo at his residence in Ota, Ogun State.
The meeting had in attendance prominent politicians like Senator Abdul Ahmed Ningi, former Cross River State Governor, Liyel Imoke, former Sokoto State Governor, Aminu Tambuwal, and Obasanjo’s close associate, Oyewole Fasawe.

The Prime Minister of Canada, Justin Trudeau, is scheduled to meet with King Charles III on Monday.
Trudeau said he would discuss the threat of the United States, US, President, Donald Trump to make Canada America’s 51st state.
Speaking in London on Sunday, Trudeau said he will discuss matters of importance to Canadians with Charles.
According to the PM, “nothing seems more important to Canadians right now than standing up for our sovereignty and our independence as a nation.”
Charles is the head of state in Canada, which is a member of the British Commonwealth of former colonies.
Recently, Trump decried the US trade deficit with Canada, stressing that “there is no reason” for such an imbalance.
Posting on social media, Trump wrote: “We don’t need anything they have.
“We have unlimited energy, should make our own cars, and have more Lumber than we can ever use. Without this massive subsidy, Canada ceases to exist as a viable country. Harsh but true!
“Therefore, Canada should become our Cherished 51st State.”
The king, who met with Ukrainian President Volodymyr Zelenskyy, on Sunday, also invited Trump to Scotland for a state visit.

A chieftain of the All Progressives Congress, APC, Adamu Garba has said Russia will never accept any peace negotiations from European Union, EU.
Garba explained that Russia won’t accept any peace negotiations that exclude the United States, US.
He charged EU leaders and the North Atlantic Treaty Organization, NATO, to beg US President, Donald Trump to lead the negotiations.
Posting on X, Garba said only Trump can get Russia to accept any peace deal.
He wrote: “The EU leaders are just wasting their time. There is no way Russia will accept any peace negotiations coming from them without the complete support and endorsement of the United States.
“They should pack themselves and go to plead with Donald Trump to lead this peace negotiations. Only President Trump can bring Russia to the peace negotiations table.
“As far as the EU’s continued threat and public utterances are concerned, NATO remains toothless without the U.S.”
This comes as Senator Mike Lee and Elon Musk called for the US to consider dumping NATO.
The lawmaker had previously called the alliance which includes the United States and 31 other nations a “Cold War relic.”
According to the senator, the NATO alliance has to come to a halt, describing it as a “great deal for Europe,” but a “raw deal for America.”
